DISCUSSION
In an effort to protect fire suppression personnel in the performance
of their duties, the Fire Department Maintenance Section provides
protective clothing for approximately 200 firefighters and 80 reserve
firefighters. The California Occupational Safety and Health
Administration (CaIOSHA) mandates minimum requirements for firefighter
protective turnout clothing and the National Fire Protection Agency
(NFPA) requires replacement after a five-year service life, or as
necessary to replace worn gear.
Wildland fire protective clothing is manufactured primarily for use in
fighting forest fires. However, the firefighters also use the light
protective clothing during emergencies when it is more advantageous,
such as in confined-space rescues and long-term rescue calls involving
multiple victims. The recommended action will allow the Fire
Department to bring their inventory up to an acceptable level in order
to issue gear to new hires and to replace worn gear.

In addition to the protective clothing, the Fire Department requires
equipment that includes flashlights, fire hoods, and fire hose twister
nozzles. Each firefighter is provided with a flashlight and a fire
hood. The flashlight attaches to the turnout coat, thus allowing the
firefighter use of both hands to suppress a fire or perform a rescue.
The fire hood is a requirement of the NFPA and is used in conjunction
with the breathing apparatus mask to cover the face, ears and neck of
the firefighter. The Fire Department has four designated wildland
firefighting engine companies that use fire hose and twister nozzles
specifically designed for suppressing wildland fires. The current
twister nozzles are worn and require replacement.
The notice inviting bids was advertised on August 30 and September 1,
2004, and bids were solicited. A summary of the bid invitations and
bids received is as follows:
