Direct the City Attorney to prepare, and authorize the City Manager and Clerk of the Council to execute an agreement with the Police Officer's Association (POA) regarding wages, hours and other terms and conditions of employment. DISCUSSION The City and Police Officer's Association (POA) recently contract negotiations, resulting in a new, four-year agreement, previous Memorandum of Understanding expired on June 30, 2004. completed since the Key elements of this agreement include: 1. Term: A four-year term, from July 1, 2004 through June 30, 2008. Salary Increase: July 1, 2004 0% (me too) July 1, 2005 0% (me too) July 1, 2006 Up to 4.5%-Salary Survey (me, too) July 1, 2007 Up to 4.5%-Salary Survey (me, too) 2 . Medical Premium Contributions: July 1, 2004 July 1, 2005 July 1, 2006 July 1, 2007 $648/month (current rate) $710/month Reopener Reopener 25K-1 cs. 383 Agreement with POA October 4, 2004 Page 2 of 3 4. Dental Premium Contributions: July 1, 2004 July 1, 2005 July 1, 2006 July 1, 2007 $70/month (current rate) $70/month $80/month Reopener 5. Retiree Medical Insurance: contribution of .5% July 1, 2006 additional City 6. Include Assignment Pays: November 1, 2004 = 5% for K-9 officers July 1,2005= 2.5% for investigators July 1,2005 = 2.5% for motor officers and accident investigators July 1, 2005 = 2.5% for corporals who run special teams without a sergeant 7. PERS: Maintain existing PERS cost sharing language (1.42%) for term of Agreement. 8. Meal Periods: November 1, 2004 Detention and Communications receive one-hour lunch period with 1/2 hour paid. 9. Detention Briefing Assignment Pay: July 1, 2005 Detention Officers, Senior Detention Officers and Detention Supervisors receive 3% increase in base pay for their 30-minute briefing period, in lieu of current overtime. 10. Holiday Cashout Option: January 1, 2005 cash conversion option twice per year. Additional forty (40) hours 11. Longevity Vacation Option: conversion option. July 1, 2005 Forty (40) hours cash 12. Non-Sworn Bilingual Pay: July 1, 2005 = Increase non-sworn primary bilingual pay to $175/month, and create secondary tier for bilingual pay at $40/month. 13. Alternative Work Schedule for Patrol: August 1, 2005 or as soon as possible = Implement new 3/12 schedule. 14. Forensic Salary Survey: Forensic Specialist I by November 1, 2005 Increase salary for 5~ o . 15. Unused Sick Leave: July 1, 2007 = Allow sworn employees to convert unused sick leave to PERS retirement credit. 25K-2 Agreement with POA October 4, 2004 Page 3 of 3 FISCAL IMPACT Funds are available in the following affected departmental accounts: Salary account (Object Code 6111) and Benefits account (Object Code 6171) Estimated total cost for the first year of the POA Agreement is $70,168.
