RECOMMENDED ACTION
1. Direct the City Attorney to prepare, and authorize the City Manager
and Clerk of the Council to execute an agreement with the Police
Officer's Association (POA) regarding wages, hours and other terms
and conditions of employment.
DISCUSSION
The City and Police Officer's Association (POA) recently
contract negotiations, resulting in a new, four-year agreement,
previous Memorandum of Understanding expired on June 30, 2004.

7. PERS: Maintain existing PERS cost sharing language (1.42%) for term
of Agreement.
8. Meal Periods: November 1, 2004 Detention and Communications
receive one-hour lunch period with 1/2 hour paid.
9. Detention Briefing Assignment Pay: July 1, 2005 Detention
Officers, Senior Detention Officers and Detention Supervisors receive
3% increase in base pay for their 30-minute briefing period, in lieu
of current overtime.
10. Holiday Cashout Option: January 1, 2005
cash conversion option twice per year.

12. Non-Sworn Bilingual Pay: July 1, 2005 = Increase non-sworn primary

possible = Implement new 3/12 schedule.

Estimated total cost for the first year of the POA Agreement is $70,168.
