RECOMMENDED ACTION
Direct the City Attorney to prepare, and authorize the City Manager and
the Clerk of the Council to execute an agreement with the County of
Orange, to provide animal care shelter services in an amount not to exceed
$232,205.
DISCUSSION
On January 6, 2003, the Council approved actions to transition the operation
of the City's animal shelter and related services to the County of Orange
Animal Shelter as a contracted service. At that time, City staff evaluated
several options to provide animal care shelter services. It was determined
that contracting with the Orange County Animal Shelter was the most cost
effective means of providing quality service to the City. Since the
transition, the Police Department has been pleased with the their level of
performance and recommends that the City continue to contract with the
County of Orange for these services.
FISCAL IMPACT
The provisional contract amount is $402,947 for FY 04-05. The City will be
given a one-time credit of $170,742 from the County due to the reduced
number of animals entering the shelter as well as increased revenue from
adoptions that offset our costs in FY 02-03. The total adjusted contract
amount shall not exceed $232,205. Upon approval of the agreement with the
County of Orange, funds will be available in the Police Department Animal
Services Contractual Services account (account no. 011-339-6291).
