HomeMy WebLinkAbout04-10-1973MINUTES OF ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA April 10, 1973 The meeting was called to order at 6:07 P.M., in the Council Chambers of the City Hall, 22 Civic Center Plaza, with the following Councilmen present: Ray Villa, Vernon S. Evans, Lorin Griset, Harry K. Yamamoto, Jerry M. Patterson, J. Ogden Markel, and Mayor Wade Herrin. Also present were City Manager Bruce C. Spragg, City Attorney James A. Withers, and Clerk of the Council Florence I. Malone. CERTIFICATION OF CANVASS OF ELECTION which was completed on April election results as follows: The Clerk of the Council presented the Certificate of Canvass of Election 6, 1973, confirming unofficial Councilman Jerry M. Patterson elected, representing Ward 1. Councilman James E. Ward elected, representing Ward 3. Councilman John Garthe elected, representing Ward 5. Councilman Harry K. Yamamoto, representing Ward 7. Proposition A failed to carry on the following vote count: YES = 3,443 NO = 8,381 Total number of ballots cast was 13,449, representing 23% of the registered voters. RES. 73-33 RESOLUTION 73-33 STATING GENERAL MUNICIPAL ELECTION AND DECLARING THE RESULT OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY OF SANTA ANA, CALIFORNIA, ON APRIL 3, 1973 was adopted on motion of Councilman Griset, seconded by Councilman Yamamoto, and unanimously carried. (CA 68) RES. 73-37 RESOLUTION 73-37 - SPECIAL FORMER MAYOR LORIN GRISET RESOLUTION COMMENDING FORMER MAYOR LORIN GRISET was read in full by Mayor Herrin, and was adopted on motion of Councilman Patterson, seconded by Councilman Yamamoto, and unanimously carried. (CA73 B) INSTALLATION OF NEWLY The Clerk of the Council ELECTED COUNCILMEN administered the oath of office and presented Certificates of Election to newly elected Councilmen Patterson, Ward, Garthe, and Yamamoto. (CA 80) CITY COUNCIL MINUTES 113 APRIL 10, 1973 ADJOURNMENT - SINE DIE The Mayor announced adjournment sine die and requested the Clerk of the Council to preside during proceedings for reorganization of the Council. RECESS The Clerk of the Council declared a recess at 6:30 P.M., and the meeting reconvened at 6:35 P.M. with the following Council members present: Vernon S. Evans, John Garthe, Lorin Griset, J. Ogden Markel, Jerry M. Patterson, James E. Ward and Harry K. Yamamoto. REORGANIZATION OF Santa Ana. COUNCIL The Clerk of the Council called for nominations for Mayor of the City of Councilman John Garthe was nominated on motion of Councilman Markel. (There was no second.) Councilman Yamamoto stated that he wished to qualify any votes that he would make that evening; that he believed every man on the Council was capable of acting as Mayor or Vice Mayor, however he would have to take into consideration the extra time that the elected individuals would have to give in the performance of their duties; that the position of Mayor was such a demanding one that there would be many instances when he would not be able to fulfill all of his obligations and it would be necessary for the Vice Mayor to do so. Councilman Jerry M. Patterson was nominated on motion of Council- man Griset, and seconded by Councilman Yamamoto. Councilman Griset's motion to close nominations, was seconded by Councilman Yamamoto, and subsequently withdrawn. Councilman Garthe stated that he appreciated the nomination of Councilman Markel, but that he would prefer to decline the nomination at that time. Councilman Griset's motion to close nominations, was seconded by Councilman Evans, and carried with Councilman Markel voting NO. Councilman Jerry M. Patterson was elected Mayor of the City of Santa Ana on the following roll call vote: AYES: Griset, Yamamoto, Garthe, Evans, Ward, Patterson NOES: Markel ABSENT: None The Clerk declared Councilman Patterson Mayor of the City of Santa Ana and returned the Chair to the newly elected Mayor. The Mayor called for nominations for Vice Mayor of the City of Santa Ana. CITY COUNCIL MINUTES 114 APRIL 10, 1973 Councilman Vernon S. Evans was nominated on motion of Councilman Garthe, seconded by Councilman Griset, and carried on the follow- ing roll call vote: AYES: Garthe, Griset, NOES: Yamamoto ABSENT: None Evans, Ward, Patterson, Markel (CA 80) SANITATION DISTRICTS The Mayor stated that it APPOINTMENT was his understanding that the Mayor was automatically the Director of the County Sanitation Districts 1, 2, 3, and 7 of Orange County, and that the only appointment necessary was the Alternate Director. The Clerk confirmed this by stating that according to the Sanita- tion District By-Laws, the Mayor serves as the delegate unless he waives that privilege in preference to someone else. Councilman Griset's motion to authorize the Mayor to appoint an Alternate Director to the County Sanitation Districts of Orange County, California, was seconded by Councilman Evans, and unanimously carried. The Mayor stated that he would take under submission the matter of an appointment of an Alternate to the County Sanitation Districts. (CA 39; CA 80.2) ADJOURNMENT The meeting was adjourned at 7:55 P.M. on motion of Councilman Griset, seconded by Councilman Evans, and unanimously carried. Florence I.
