OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA
July 5, 1973
An Adjourned Regular Meeting of the City Council of the City of
Santa Ana was convened in Room 831, City Hall, 20 Civic Center
Plaza, at 4:05 P.M., by Vice Mayor Vernon S. Evans, proper
Notice and Posting having been accomplished with affidavits on
file with the office of the Clerk of the Council. The following
Councilmen were present: J. Ogden Markel, John Garthe, Harry
K. Yamamoto, James E. Ward and Vice Mayor Vernon S. Evans.
Councilman Lorin Griset and Mayor Jerry M. Patterson arrived
at 4:10 P.M.
The following staff members were present: City Manager Bruce
C. Spragg, City Attorney James A. Withers, Director of Public
Works Ronald Wolford, Library Director Howard Samuelson, Superin-
tendent of Parks Bomo Koral, Superintendent of Recreation Gene
Laumeister, Assistant City Manager Thomas Andrusky, Assistant
to the City Manager G. David Tayco, and City Clerk Florence I.
Malone. Representatives of the Press, Joe Cordero ("The Regis-
ter'') and Wayne Rash ("Orange City News") were also in attendance.

the recommendation of

munity Action Council
to provide summer employ-
18 years of age to serve the City
through a program of City clean-up and beautification and to
supplement their personal and a family income. The City Manager
reported that due to a cutback in federal funding, there are
presently only 169 summer youth jobs as opposed to last year's
800; that the Community Action Council has approximately 600
applications from City youths for summer employment; and that
implementation of a crash summer employment program had been
under discussion by the Mayor, representatives of the Community
Action Council and City staff.
The City Manager further stated that the City's assessed valua-
tion had been greater than estimated and would add $216,235 tax
revenue to the Budget without any increase in the $1.35 tax
rate; that it now appears assured that there will be at least
$200,000 to consider for appropriation and that one of his top
priorities would be to increase the contingency reserve.
Mr. Frank Tease and Mr. Alfredo Amezcua, representing the Com-
munity Action Council, expressed concern over the number of young
people who would be "on the streets" for the summer and requested
Council approval of the proposal recommended by City staff and
Community Action Council staff. The proposal would require
Council approval of a Budget appropriation in the amount of
$66,840 to cover wages for 1 Program Director; 20 Group Leaders;
and 200 Team members (City resident youth employees); administra-
tion and equipment costs, more fully set forth in a "Budget
Proposal" distributed to Council by the City Manager. The pro-
posal would provide employment and work experience for teenagers,
be a source of income to the disadvantaged, and benefit the
City, according to the City Manager.

The proposed budget for the City Summer Youth Employment Program,
in the amount of $66,840, was approved on the unanimously carried
motion of Councilman Evans, seconded by Councilman Yamamoto.
Councilman Evans requested that Council be provided with informa-
tion relative to the implementation and operation of the program,
including the name of the Program Director, the proposed project
areas and the time schedules involved.

1973-1974 review of the proposed
Budget document, commencing
with page 47, Select Street
System. Director of Public Works Ronald Wolford described the
Program and the improvements recommended.
The Recreation and Parks Department budget, page 59, was considered
next, with proposed programs orally outlined by the Park Superin-
tendent Bomo Koral. Council requested that attention be given to
promoting greater use of the Municipal Bowl, with emphasis placed
on athletic events and activities.
Councilman Evans expressed interest in the City sponsoring a youth
band. The Mayor stated that one way to sponsor a band would be
to provide a place to practice and a storage area for instruments.
Council concurred with Councilman Garthe's suggestion to up-grade
all the parks which in turn might encourage residents to comparably
maintain their own property. Councilman Griset suggested that
Prentice and Memorial Parks could qualify as the City "showcase"
parks with a little more attention.
The City Manager reported that the staff had been negotiating with
the Santa Ana College staff for a new agreement relative to use
of the college swimming pool; that the pool had been repaired and
would be opened next year.
Councilman Ward questioned the need to widen 17th Street (page 91)
at this time.
Council concluded its budget review on page 96.
