RECOMMENDED ACTION
Award a contract to A-Vidd Electronics Company to provide all labor,
materials, and incidentals to implement a community bulletin board
system and a stand-alone playback system in the City Hall Council
Chambers in the amount of $30,889.25.
DISCUSSION
The City's existing cable television franchise with Adelphia
Communications is scheduled to expire on February 18, 2005. While the
terms of a new agreement are not finalized, changes in federal law make
it likely that Adelphia will no longer be required to provide the full
range of programming services available under the current agreement.
These impacted services may include the City's Channel 3 community
bulletin board and the playback of recorded City Council meetings.
In order to be prepared to continue to provide these basic services,
the Parks, Recreation and Community Services Agency recommends the
purchase and installation of cable production equipment. The bulletin
board system equipment will provide advanced graphics, photography and
video for the display of this information to the community. The
playback equipment includes a master controller and video record decks
to allow for electronic playback of the City Council meetings.

Bids were received and opened on October 19, 2004 (Exhibit 1). The
bids were evaluated on an all-or-none basis. The bid received from A-
Vidd Electronics Company is responsive to the specification and meets
the City's requirements.
