HomeMy WebLinkAbout07-20-1973MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA July 20, 1973 The Special Meeting of the City Council was convened by Mayor Jerry M. Patterson at 4:40 P.M., in Room 831, City Hall, 20 Civic Center Plaza. Evidence of proper Notice and Posting were on file in the office of the Clerk of the Council. The follow- ing Councilmen responded to the roll call: J. Ogden Markel, Harry K. Yamamoto, Vernon S. Evans, James E. Ward and Mayor Jerry M. Patterson. Councilmen Lorin Griset and John Garthe arrived at 4:45 P.M. The following members of staff were present: City Manager Bruce C. Spragg, City Attorney James A. Withers and Clerk of the Council Florence I. Malone. Representatives of the Press were also in attendance. SUMMER YOUTH The City Manager introduced EMPLOYMENT PROGRAM Dan O'Callahan and Frank Tease, representing the Community Action Council. Together with the Manager they outlined a proposal that would allow for the City's recovery of approximately one-half the $66,840 allocated by Council on July 5, 1973, for a summer youth employment program jointly administered with the Community Action Council. This would be accomplished by transferring approximately 81 of the 220 youths authorized for employment from the City funded program to the federally funded program. The Manager stated that 176 young people had already been employed for the City program. Staff was instructed to place a "freeze" on the City Summer Youth Employment Program; that is, to discontinue all employment for the program (dropouts from the program not to be replaced) and to achieve as many transfers as possible to the CAC Program, on the unanimously approved motion of Councilman Evans, seconded by Councilman Garthe. EXECUTIVE SESSION Council recessed for an Executive Session at 5:25 P.M., to consider personnel matters, and reconvened at 6:00 P.M., with all Councilmen present, on the unanimously approved motion of Councilman Griset, seconded by Councilman Yamamoto. MANAGER, ATTORNEY Mayor Patterson reported AND CLERK STATUS that Council had determined that because City Manager, City Attorney and Clerk of the Council positions were directly appointed by the Council, compensation for the positions should be on a flat-rate basis, by separate resolution and requested the Attorney to prepare the appropriate resolution to establish the salary of the Clerk of the Council for presentation at the August 6 Council meeting. CITY COUNCIL MINUTES 277 JULY 20, 1973 RESOLUTION 73-81 A RESOLUTION OF THE CITY CITY ATTORNEY SALARY COUNCIL OF THE CITY OF SANTA ANA FIXING THE SALARY OF THE CITY ATTORNEY OF THE CITY OF SANTA ANA was read by title only and adopted on the unanimously approved motion of Councilman Evans, seconded by Councilman Ward. (CA 50.1) RESOLUTION 73-78 A RESOLUTION OF THE CITY RESCINDED COUNCIL OF THE CITY OF SANTA ANA FIXING THE SALARY OF THE CITY ATTORNEY OF THE CITY OF SANTA ANA was rescinded in its entirety, on the unanimously approved motion of Councilman Evans, seconded by Councilman Ward. (CA S0.1) ADJOURNMENT seconded by Councilman Yamamoto.
