RECOMMENDED ACTION
Adopt a resolution authorizing the submittal of a grant application to the
State of California Department of Parks and Recreation under the State
Urban Parks and Healthy Communities Program for the installation of
synthetic turf at Santa Ana Stadium.
DISCUSSION
The State Urban Parks and Healthy Communities Program was established
under the California Clean Water, Clean Air, Safe Neighborhood Parks, and
Coastal Protection Act of 2002 and provides grant funds to develop
neighborhood, communi ty, and regional parks and recreation areas.
Approximately $46.7 million is available for acquisition and development
of properties for active recreational purposes.
The Parks, Recreation and Community Services Agency requests authorization
to submit a grant application in the amount of $900,000 for the purchase
and installation of synthetic turf at Santa Ana Stadium.
FISCAL IMPACT
There is no fiscal impact associated with this action.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA ANA APPROVING
THE APPLICATION FOR GRANT FUNDS FROM THE
STATE URBAN PARKS AND HEALTHY COMMUNITIES PROGRAM
UNDER THE CALIFORNIA CLEAN WATER, CLEAN AIR,
SAFE NEIGHBORHOOD PARKS, AND COASTAL PROTECTION
ACT OF 2002
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby finds, determines
and declares as follows:
A. The people of the State of California have enacted the California Clean
Water, Clean Air, Safe Neighborhood Parks and Coastal Protection Act of 2002, which
provides funds to the State of California for grants to eligible applicants; and
B. The State Urban Parks and Healthy Communities Program has been
established under the Clean Water, Clean Air, Safe Neighborhood Parks and Coastal
Protection Act of 2002, to provide grant funds to develop neighborhood, community and
regional parks and recreation areas.
C. The California Department of Parks and Recreation has been delegated
responsibility for the administration of the State Urban Parks and Healthy Communities
Program, setting up necessary procedures governing project application under the
program; and
D. Said procedures established by the California Department of Parks and
Recreation, require the City Council to certify by resolution the approval of the
Application before submission of said Application to the State; and
E.
Project.
The City will enter into a Contract with the State of California for the

Program under the California Clean Water, Clean Air, Safe Neighborhood Parks and

Coastal Protection Act of 2002, for the purchase and installation of synthetic turf at the
Santa Ana Stadium; and
Section 3. The City Council certifies that the City has or will have available
prior to commencement of any work on the project included in this application, sufficient
funds to operate and maintain the project; and
Section 4. The City Council certifies that the City has reviewed, understands
and agrees to the General Provisions contained in the Contract shown in the Procedural
Guide; and
Section 5. The City Council certifies that the City has or will have available,
prior to commencement of any work on the Project, the required Match; and
Section 6. The City Council certifies that the project conforms to the recreation
element of any applicable city or county general plan; and
Section 7. The City Council appoints the City Manager, or the Executive
Director of the Parks, Recreation and Community Services Agency or his designee, as
agent for the City of Santa Ana to conduct all negotiations, execute and submit all
documents, including but not limited to applications, agreements, amendments and
payment requests which may be necessary for the completion of the aforementioned
project.
