DISCUSSION Recently, the Personnel Services Department conducted a study of the duties and responsibilities of the Economic Development Aide position in the Community Development Agency. It was determined that the position'S primary job functions are to organize community events, make presentations to Santa Ana businesses, and to coordinate committees that evaluate proposals from local organizations which provide services to Santa Ana residents. These duties, as well as the level of responsibility and independent judgment exercised, are more consistent with the job classification Economic Development Specialist I than with the classification Economic Development Aide. Accordingly, the Executive Director of Community Development proposes that the current annual budget be amended to reallocate one position in the classification of Economic Development Aide to the classification of Economic Development Specialist I. This action is in keeping with the City's practice of ensuring that positions are assigned to job classifications that accurately reflect the position's duties and responsibilities. 558-1 Proposed Amendment to Reallocate One position in the Fiscal Year 2004-05 Budget November IS, 2004 Page 2 FISCAL IMPACT Assuming an effective date of December I, 2004, the cost of the reallocation is $1715 for the remainder of the fiscal year. Funds are available in the Community Development Agency's salary account. APPROVED AS TO FUNDS AND ACCOUNTS: a irector Management Services Agency ItkJ~ patricia Whitaker Executive Director Community Development Agency 558-2 RESOLUTION NO. 2004-087 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO REALLOCATE ONE POSITION IN THE COMMUNITY DEVELOPMENT AGENCY FOR THE FISCAL YEAR 2004-05 BUDGET BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1: The City Council hereby finds, determines and declares as follows: A. Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council. B. On August 2, 1982, the City Council passed and adopted Resolution No. 82- 110 revising and re-establishing the Basic Classification and Compensation Plan for Officers and Employees of the City of Santa Ana. C. On June 21, 2004, the City Council passed and adopted Ordinance No. NS- 2653 establishing the City's Annual Budget and authorizing position allocations for Fiscal Year 2004-2005. The Ordinance also set forth the requirement that alterations in the allocation of authorized positions be reviewed and approved by the City Council. D. It is the City's practice to assign job titles that reflect the duties and responsibilities of the classification and are consistent with other classifications within the City's organizational structure as well as with comparable job titles in the labor market. E. The Executive Director of Community Development proposes to reallocate one full-time position in the current Annual Budget. F. It is now desired to amend the Fiscal Year 2004-2005 Budget, as amended, in order to effect these changes. Section 2: That the Annual Budget for Fiscal Year 2004-2005, as amended, be further amended by reallocating one position from the classification Economic Development Aide to the classification Economic Development Specialist I. Section 3: That except as amended by this Resolution, all other provisions of Resolutions No. 82-110, as amended and the FY 2004-2005 Annual Budget, as amended, shall remain in full force and effect. 558-3 Section 4: That this Resolution shall be operative from and after its date of adoption.
