Adopt a resolution authorizing the City Manager and the Chief of Police to execute a grant award agreement with the California Office of Traffic Safety. 2. Approve an appropriation adjustment accepting and appropriating the California Office of Traffic Safety Sobriety Checkpoint Program for Local Law Enforcement Agencies Grant in the amount of $53,484. DISCUSSION The Santa Ana Police Department has been awarded a $53,484 grant from the State of California Office of Traffic Safety (OTS) for the Sobriety Checkpoint Program for Local Law Enforcement Agencies. The goal of the program is to reduce the number of victims injured or killed in alcohol related crashes in participating cities. This grant funding will allow the Police Department's Traffic Division to conduct sobriety checkpoints during a thirteen-month period. During the term of this grant, the Department will participate in three statewide and nationwide "You Drink & Drive, You Lose" mobilization periods. This enforcement operation specifically targets alcohol related offenses during three 18-day periods from December 17, 2004, - January 3, 2005, August 19 - September 5, 2005, and December 16, 2005, - January 2, 2006. 20E-1 OTS Grant Funding November 15, 2004 Page 2 FISCAL IMPACT Approval of the appropriation adj ustment will increase the OTS Sobriety Checkpoint Program revenue account (account no. 165-01-5358) by $53,484 and appropriate the same into the OTS Sobriety Checkpoint Program expenditure account (account no. 165-342-6141). Services J.}.,./' / Agency 20E-2 11/10/04 LES RESOLUTION NO. 2004-084 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AUTHORIZING THE CITY MANAGER AND THE CHIEF OF POLICE TO EXECUTE A GRANT AWARD AGREEMENT WITH THE CALIFORNIA OFFICE OF TRAFFIC SAFETY BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of Santa Ana hereby finds, determines and declares as follows: A. The Santa Ana Police Department has been selected to receive a grant from the California Office of Traffic Safety in the amount of $53,484.00 for the Sobriety Checkpoint Program for Local Law Enforcement Agencies. B. This grant funding will allow the Police Department's Traffic Division to conduct sobriety checkpoints during a thirteen month period, with the ultimate goal of reducing the number of victims injured or killed in alcohol related crashes. Section 2. The City Council authorizes the City Manager and the Chief of Police to execute a grant award agreement with the California Office of Traffic Safety in the amount of $53,484.00. Section 3. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution. 20E-3 11/10/04 LES ADOPTED this day of ,2004.
