HomeMy WebLinkAbout03-23-1974MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA March 23, 1974 The meeting was called to order at 8:10 A.M., in Room 831 of City Hall, 20 Civic Center Plaza, with the following Councilmen present: John Garthe, Harry K. Yamamoto, Vernon S. Evans, James E. Ward, Lorin Griset and Mayor Jerry M. Patterson. Councilman J. Ogden Markel arrived at 8:12 A.M. Also present were City Manager Bruce C. Spragg, Community Redevelopment Representative Susan Schick, and Clerk of the Council Florence I. Malone. EXECUTIVE SESSION At 8:11 A.M., Council recessed for an Execu- tive Session to conduct interviews of applicants for appointment to vacancies on the Planning Commission, Personnel Board and Board of Recreation and Parks, on the unanimously approved motion of Councilman Yamamoto, seconded by Councilman griset. Council reconvened at 10:25 A.M., with all Councilmen present. PERSONNEL BOARD Mrs. Pauline Lockwood APPOINTMENT was appointed to the Personnel Board to fill the unexpired term of Clifford Collins ending June 30, 1976, on the unanimously approved motion of Councilman Griset, seconded by Councilman Yamamoto. (CA 50.8) PLANNING COMMISSION Mr. Sealy Yates was APPOINTMENT appointed to the Planning Commission to fill the unexpired term of Rudy Gallegos, ending June 30, 1977, on the unani- mously approved motion of Councilman Yamamoto, seconded by Councilman Griset. CITY COUNCIL MINUTES 107 MARCH 23, 1R74 JOINT POWERS Mayor Patterson was MANPOWER AGREEMENT authorized to select the City's appointee to the Manpower Council, on the unanimously carried motion of Councilman Yamamoto, seconded by Councilman Griset. Mayor Patterson announced his selection and the appointment of Manuel Rede, Assistant to the City Manager for Community Relations, as the City's Manpower Council member. (CA 140 A) BUILDING PERMIT Council agendized MORATORIUM - TRANSPORTATION for the April 1, 1974 TERMINAL SITE Council meeting a proposal orally recom- mended by Susan Schick, member of the Community Redevelopment staff, to impose a Building Permit Moratorium on the Transpor~ tation Terminal Site in the Redevelopment Project Area (.from Main to Ross Streets, between Fifth and Sixth Streets), and requested a report and recommendation from the Community Redevelopment Commission, on the unanimously approved motion of Councilman Griset, seconded by Councilman Yamamoto. (CA 87) EXECUTIVE SESSION At 10:30 A.M., Council recessed for an Execu- tive Session.pertaining to legal matters. Council reconvened at 10:50 A.M., with all members present except Councilman Markel. MINORITY EMPLOYMENT program for the next Council meeting, Mayor Patterson requested an up-dated report on the City's minority recruitment April 1, 1974. (CA 50) ANNEXATION POLICY The City Attorney was requested to prepare a report and recommendation regard- ing a possible amendment to the Charter that would include in the City's annexation policy the capability to absorb into the City's Civil Service and Retirement System any employees of the area annexed, on the unanimously approved motion of Councilman Garthe, seconded by Councilman Yamamoto.
