PUBLIC SAFETY
Minutes of Meeting
September 13, 2004
CALL TO ORDER
The meeting was convened at 6:15 p.m. in City Hall, 20 Civic Center Plaza, 8th
Floor, Room 831, Santa Ana, California.
ATTENDANCE
Councilmembers present: Councilmembers Alberta Christy, Claudia Alvarez.
Staff present: Assistant City Attorney Paula Coleman, Police Chief Paul Walters,
Fire Chief Phil Garcia, Fire Marshal Lori Smith, and Police Lieutenant Alan
Caddell.
SUMMARY OF DISCUSSIONS
1. APPROVAL OF MINUTES
Approved Minutes of the July 12, 2004 meeting.
2. FIREWORKS UPDATE
Fire Marshal Smith provided the Committee with the Fireworks
membership percentages based on parent organization. The
Committee will review the list and look at new ordinance revisions.
Fire Marshal Smith also reviewed an educational campaign that will
include Fireworks Safety flyers to be distributed at school
assemblies and public safety announcements for the Hispanic media
for May and June releases. Fire Prevention will also distribute
educational information at the Youth Expo on October 2,2004.
3. GRAFFITI TASK FORCE
Lt. Caddell reviewed the Police Department's Graffiti Task Force
Program that has been in effect since 1992 and what their mission
and objectives are. He also reviewed why the level of graffiti
increases and what is being done to lower the amount of graffiti. He
related that the Task Force works closely with the Gang Detail and
other City Departments and outside agencies to share information
on the graffiti activity. The committee asked the Department to
check on the Ordinance for sale of spray paint at businesses to see
if it is being enforced.
