RECOMMENDED ACTION
Renew the contract with Valley Crest Landscape Maintenance for landscape
maintenance services at various public facilities for a one-year period
in an annual amount not to exceed $184,071.
DISCUSSION
The Parks, Recreation and Community Services Agency is responsible for
various landscaped public areas that require regular maintenance. Work
to be performed includes mowing, trimming, and cleaning of the City bike
trails, Eldridge, French, Segerstrom Triangle and Logan Parks, the
McFadden Learning and Technology Center, Newhope Library, and The Depot.
The agency does not possess the manpower or equipment necessary to
maintain all of the public areas. Therefore, a contract with a private
company provides the necessary resources to supplement the City's'
maintenance requirements.
On December 18, 2000, the City Council awarded a contract to Valley
Crest Landscape Maintenance, formerly known as Environmental Care Inc.,
for a two-year period, with provision for three one-year renewals.
Valley Crest Landscape Maintenance has requested a two percent increase,
due to the rising costs of labor and fuel. The vendor has performed
satisfactorily during the current contract period, and staff recommends
the final renewal of the contract. Based on actual payments experienced
in the last year of this contract, the estimated share of Parks,
Recreation and Community Services will be $130,690; the Library will be
$23,930; and The Depot will be $29,451.

FISCAL IMPACT
Funds for the first six months of the contract term are available in the
Park Maintenance and Library Other Contractual Services accounts
(account nos. 11-250-6291 and 11-214-6291). Funds for the Regional
Transportation Center are available in the Maintenance and Repair
Buildings and Grounds account (account no. 67-615-6261) Funds for the
duration of the contract period will be included in the fiscal year
2005-06 proposed budgets for the respective agencies.
