RECOMMENDED ACTION
Award a contract to Tony's Lock & Safe Service, a Santa Ana vendor, for
the purchase of a lock and security system in the amount of $22,871.48.
DISCUSSION
On August 16, 2004, the City Council accepted a $15 million Urban Area
Security Initiative (UASI) grant from the federal Department of
Homeland Security, through the State of California, Office of Homeland
Security. The initiative was designed to enhance the domestic
preparedness of urban areas by ensuring that all emergency first
responders have adequate equipment and systems to prevent, respond to,
and recover from acts of terrorism. The grant provides total
reimbursement to local agencies for equipment purchases approved and
authorized by the federal Office of Domestic Preparedness (ODP).
In an effort to increase security of the water system appurtenances and
access points, the Public Works Agency's Water Resources Division is
planning to replace all padlocks currently used, to prevent
unauthorized individuals from gaining access to the facilities and the
appurtenances. The new lock system will allow only authorized
individuals to gain access by providing an electronic padlock and key
combination. Both the padlock and the key will be electronically
configured to allow access to certain key holders and will
electronically log all access transactions for record keeping.

The notice inviting bids was advertised on October 22 and 25, 2004, and
bids were solicited. A summary of the bid invitations and bids
received is as follows:

The bid from Tony's Lock & Safe Service, a Santa Ana vendor, was
received and opened on November 8, 2004. The vendor is responsive to
the specifications and meets the City's requirements.
FISCAL IMPACT
Funds for are available in the Office of Emergency Services (OES) Urban
Areas Security Initiative (UASI) Grant Operating Materials and Supplies
account (account no. 5-613-6391) .
