DISCUSSION On August 16, 2004, the City Council accepted a $15 million Urban Area Security Initiative (UASI) grant from the federal Department of Homeland Security, through the State of California, Office of Homeland Security. The initiative was designed to enhance the domestic preparedness of urban areas by ensuring that all emergency first responders have adequate equipment and systems to prevent, respond to, and recover from acts of terrorism. The grant provides total reimbursement to local agencies for equipment purchases approved and authorized by the federal Office of Domestic Preparedness (ODP). In an effort to increase security of the water system appurtenances and access points, the Public Works Agency's Water Resources Division is planning to replace all padlocks currently used, to prevent unauthorized individuals from gaining access to the facilities and the appurtenances. The new lock system will allow only authorized individuals to gain access by providing an electronic padlock and key combination. Both the padlock and the key will be electronically configured to allow access to certain key holders and will electronically log all access transactions for record keeping. 22K-1 es. 383 Contract Award for Security and Lock System (Spec.
