HomeMy WebLinkAbout06-19-1974MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA June 19, 1974 The meeting was called to order in Room 831, City Hall, 20 Civic Center Plaza at 4:15 P.M., by Vice Mayor Vernon S. Evans, proper Notice and Posting having been accomplished, with affidavits on file in the office of the Clerk of the Council. The following Councilmen were present: J. Ogden Markel, John Garthe, Harry K. Yamamoto, James E. Ward, Lorin Griset and Vice Mayor Vernon S. Evans. Mayor Jerry M. Patterson was absent. Also present were representatives of the Press and the following staff: City Manager Bruce C. Spragg, City Attorney James A. Withers, Finance Director Larry Shaffer, Director of Public Works Ronald Wolford, Police Chief Raymond C. Davis, Fire Chief Eugene Judd, and Clerk of tko Council Florence I. Malone. BUDGET TRANSFER Approp~iation Adjustment No. 124~ to transfe~ $16~700.00 f~om Account No. 66~578~633 to Account Numbers 64-575.111 ($7,0001, 311 ($1S0], 331 361 ($300), 371 6,6S0), Sll ($1,000], S3I i,000l, was unanimously approved on motion of Council.man Yama~oto, seconded by Councilman Ward. [CA 65.3) PROPOSED BUDGET Tke CitF Manager p~e:, FISCAL YEAR 1974-75 sented his proposed Budget for f~scal yea~ 1R74r. 1975 and stated that it represented an increase of sligktly, more than fin;e million dollars or about 17 per cent over the pre¥~ous budget; that the adoption of additional and new proposed revenue measures amounting to $1,561,000 will be required to bring the budget into balance; that included in tkeSe proposals are a one per cent property transfer tax o~ a fi~e pe~ cent utility tax; that unfunded items, in priority, order, a~e listed on page 214 of the Budget. The total proposed Budget, including wate~ utility, and Revenue Sharing funds is $36,433,210. The Manager suggested that Council first review the b~dgets proposed for the three departments tb~t constitute ~ore than 71.9 per cent of the total operating expenditures~ Police~ Fire and Public Works. POLICE DEPARTMENT Police Chief DaY,s PROPOSED BUDGET described tko police Department activity,. Using cka~tm and graphs he compared the City's Patrol and Traffic ope~ationm, Pa~t 1 Crimes, burglaries, narcotics arrests, and number ef police personnel with the 20 largest California cities, and t~e cities of Huntington Beach, Torrance, Garden Grove, Riverside, Anaheim, Fresno and Sacramento. He stated that in the one and one..half years since his appoint: ment as Police Chief, he had reorganized and reeYaluated tko department; that Santa Ana is facing tke worst cri~me proSlem CITY COUNCIL MINUTES 227 JUNE 19, 1974 of any city in Orange County; that the department has insuf- ficent personnel, lower than the average of any city; that his proposed budget has been trimmed in every possible cate- gory, including the proposed transfer of the Animal Control Division to the County, reductions in clerical staff, a 70 per cent reduction in the travel budget for the year; and discontinuance of the School Resource Officer Program. Miss Deborah R. Moore, lll East Owens Drive, stated that she was opposed to the transfer of the Animal Control operation to the County. The City Manager stated that the Animal Control Program is funded in the proposed Budget for the first three months of the fiscal year; and that County policy is to provide the service in return for the licensing fee. RECESS At 5:00 P.M., the Vice Mayor recessed the Council meeting and the Chairman of the Community Redevelopment Agency convened the Adjourned Special Meeting scheduled. At 5:15 P.M., the Council reconvened, with all Councilmen present except Mayor Patter~ son.
