ECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and
the Clerk of the Council to execute an agreement with Kent Jorgensen to
provide Right-of-Way support services in an amount not to exceed
$150,000.
DISCUSSION
The Public Works Agency provides right-of-way services for City
properties and proj ects. These services incl ude real property
acquisition, relocation assistance, property management, escrow
activities, surplus properties, street and alley vacations and project
management. In the past the Agency has contracted with consultants for
the technical work and administered the contracts with Design Engineering
staff. During the past several years the right-of-way workload has
increased due to several major streets widening projects such as Bristol
Street and Edinger Avenue.
This agreement is needed to support the current right-of-way operations
and to avoid any delay in projects due to a long-term vacancy in the
Design Engineering Section. Kent Jorgensen, the contractor selected, has
previously worked for the City as a subcontractor and is familiar with
the system and operations of the City. An agreement with Kent Jorgensen
is recommended to continue right-of-way support services and to meet the
project deadlines.

FISCAL IMPACT
Funds for this contract are available in various Capital Improvements
Projects.
