HomeMy WebLinkAbout06-20-1974MINUTES OE THE ADJOURNED REGULAR MEETING OE THE CITY COUNCIL OF THE CITY OE SANTA ANA, CALIFORNIA June 20, 1974 The meeting was called to order in Room 831, City Hall, 20 Civic Center Plaza, at 4:05 P.M., by Vice Mayor Vernon S. Evans, proper Notice and Posting having been accomplished, with affidavits on file in the office of the Clerk of the Council. The following Councilmen were present: John Garthe, Harry K. Yamamoto, James E. Ward, Lorin Griset, and Vice Mayor Vernon S. Evans. Councilman J. Ogden Markel and Mayor Jerry M. Patterson were absent. Also present were representatives of the Press and the following staff members: City Manager Bruce C. Spragg, City Attorney James A. Wither$~ Director of Public Works Ronald Wolford, Director of Finance Larry Shaffer, Police Chief Raymond C. Davis, Fire Chief Eugene Judd, LiSrar~ Director Howard Samuelson and Clerk of the Council Florence I. Malone. PROPOSED BUDGET FISCAL YEAR, 1974-1975 The Council continued its reviewer the ~oposed Budget for lscal year 1974~,75. Councilman Yamamoto stated that overtime should 5e cut ts a minimum. Councilman Ward stated that ke would prefer deletion of the purchase of an air conditioner for Station #3 (page 128, Account 51-329). Council completed its review of the proposed budget for tko Fire Department. PROPOSED BUDGET Director of public PUBLIC WORKS DEPARTMENT Works Ronald ~olford distributed a copy, of a report skowlng a five-year comparison of per capita expenditures for tko department, indicating a reduction of 6.6 per cent for tko CITY COUNCIL MINUTES 229 JUNE 20~ 19_74 period and that in 1972-73, according to a report from the State Controller, the 20 largest cities in California averaged $32.07 for public works expenditures per capita; Orange County cities averaged $19.61; and the City of Santa Ana, $15.67. The Director stated that all construction costs are up; that electricity, asphalt concrete and traffic paint increases range from 18 30 per cent; that the water system operates with the fewest number of employees of any known comparable operation; that 1S per cent of the gross revenues of the water utility are transferred to the General Fund in lieu of taxes; that new fee schedules will be presented to Council for approval; that proposed increased sanitation fees for nine months would result in $225,000 in revenue. RECESS At 5:40 P.M. Council recessed and at 5:45 P.M., the Vice Chair- man convened the Adjourned Special Meeting of the Community Redevelopment Agency. Council reconvened at 6:00 P.M., with all Councilmen present except Councilman Markel and Mayor Patterson.
