CITY MANAGER CONTINUED TO FILE NUMBER RECOMMENDED ACTION Amend the contract with Freeway Chevron to increase the aggregate limit by $16,000 for purchase of gasoline under the Workforce Investment Act Client Voucher Policy. DISCUSSION For the past six years, the Santa Ana W/O/R/K Center has had an agreement with Freeway Chevron, located at 400 E. l7th Street, to participate in a gasoline voucher program for Workforce Investment Act (WIA), Federal Empowerment Zone (FEZ) and Special Project clients. This program allows eligible participants to obtain a $12 voucher to purchase gasoline at market rates from Freeway Chevron. These vouchers are part of the supporti ve services offered to participants to allow them to find and retain employment. The arrangement was made with Freeway Chevron because of the close proximity to the W/O/R/K Center and its willingness to participate in the program. With the current economic environment and the rapid increase in the cost of gasoline, there has been a large increase in gas voucher distribution. As a result, the $22,000 vendor payment maximum was reached in November. Staff recommends that the contract with Freeway Chevron be amended in order to continue these necessary supportive services to eligible participants until the new gas card program is approved and implemented.
