HomeMy WebLinkAbout07-09-1974MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA July 9, 1974 The meeting was called to order in Room 831, City Hall, 20 Civic Center Plaza at 4:40 P.M., by Mayor Jerry M. Patterson, proper Notice and Posting having been accomplished, witk affidavits on file in the office of tke Clerk of tke Council. The following Councilmen were present: J. Ogden Markel, John Garthe, Harry K. Yamamoto, James E. Ward, Lorin Griset and Mayor Jerry M. Patterson. Councilman Vernon S. Evans was absent. Also present were representati,ves from the Press, and the following Staff members: City, Manager Bruce C. Spragg, Assistant City Attorney Charles Liberto, and Clerk of the Council Florence I. Malone. RECESS Agency and reconvened at 5:40 P.M. Council recessed to convene tee Adjourned Regular Meetfng of the Community. Redevelopment PROPOSED BUDGET The City. Manager FISCAL YEAR 1974-75 announced that for the second consecutive year, the General Fund balance from the prior year is greater than antlc~pated$ that the exact figure is still undetermined But is apprexi~. mately $1,800,000, $800,000 more than esti~lated at tke time the proposed Budget was prepared. He explained that tke $800,000 came from three primary, sources: new assessed valuation, up one per cent more tkan estimated, pToducing $80,000; the sales tax clean-up, $400,000 more than estimated; and $500,000 more than estimated from tho Motor Vehicle Licenses. He suggested the following changes in the p~oposed Budget on Page 18 to reflect these additional re~zenues: ANTICIPATED 1973.74 ESTIMATED 11 General Fund Revenue 010 Balance from Prior Year $1,800,000 031 Sales Tax $6,800,000 6,800~000 321 Motor Vehicle Licenses 1,750~000 1~650,000 The City Manager further stated that the Budget orig~aally. submitted showed a deficit of $3.9. mittion that his recommended cuts had amounted to 2~.6 ml'llion resulting in an imbalance of $1'.3 million~ that he had recommended the following to increase Te4;enues to balance the Budget: 30 per cent Construction fees Sanitation Ckarge One percent property transfer increase $136,000 estimated 225~000 estimated tax l~01001~O00 estimated $1',351,000 estimated CITY COUNCIL MINUTBS 248 JULY.9, 1974 The City Manager stated that the one million dollars in unan- ticipated revenue would, in effect, achieve a balanced budget if none of the "cuts" were restored because of the already adopted construction fee ordinances and a proposed (July 15 Agenda, Item 30) Sanitation Charge ordinance. He added that the sanitation charge would pay for street sweeping and sewer maintenance and, as proposed, would take effect October 1, 1974. He described the proposed charges as follows: $ .$0 2.00 2.00 per month for dwellings up to four units per month per dwelling building over four units per month for commercial and industrial properties. He further stated that if Council desired to restore any of tko "Unfunded Items" on Pages 214 - 215, it would still be faced '~itk the problem of bringing the Budget into balance. Mayor Patterson proposed that Council review Pages 214 - 215 to determine the consensus for reinstatement of unfunded items} that Council was also faced with the problem ef using Revenue Sharing funds for operating as well as reinstating Unfunded items. He suggested that no mended reinstatement 214 and 215: capital items be reinstated, hut recom~. of tko following operating items on pages Item 1: 3 School Resource Officers for the 3 kigk schools $ 65,000 Item 3: 3 Animal Control 0fficers~ assignment of ,~anpower personnel to license dogs on a door~to~doo~ basis, and increase dog license fees and increase the Animal Control Officers to S 30,000 Item 6: Building Conservation Program He recommended that the foregoing items be put back into the Budget; that Council continue to look for areas to retain a balanced Budget without a tax increase. Councilman Ward stated that ke agreed with the Mayor's suggestions[ that he was, however, concerned about using one million dollars of Revenue Sharing for operating costs, and would favor witkdrawSng a portion of it. Councilman Ward added that Capital Item 3, on Page 214, Civic Center Parking Lot, was one of his highest pr±or~ties. Councilman Griset stated that ke was in favor of acquiring some more park land while it is available CCapital rtem 2 on Page 2141. Councilman Yamamoto stated that he was concerned about tko com~ munity centers and the loss of an Assistant Coordinator at the West Center (Operating Item No. 7 on Page 215~. CITY COUNCIL MINUTES 249 1974 Mr. Tom McMichael, 610 West 17th Street, stated that the real- tors are very much opposed to the imposition of a property transfer tax and are prepared to mount a campaign against it if it is given serious consideration by Council. The Council consensus was that imposition of a property transfer tax was still a possibility; Councilman Markel took the opposite point of view. Councilman Ward expressed his concern over loss of the Council Contingency Fund, $370,000, (Operating Item No. 2, Page 214).
