HomeMy WebLinkAbout08-26-1974MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA August 26, 1974 The Adjourned Regular Meeting of the City Council, held jointly with the Human Relations Commission, was called to order by Councilman Griset at 4:06 P.M. in Room 514, City Hall, 20 Civic Center Plaza, Santa Aha, California, with the following Councilmen present: J. Ogden Markel, John Garthe, Harry K. Yamamoto, James E. Ward and Lorin Griset. Councilman Vernon S. Evans arrived at 4:11 P.M. Mayor Jerry M. Patterson arrived at 4:12 P.M. Also present were City Manager Bruce C. Spragg, City Attorney James E. Withers, Assistant to City Manager - Community Rela- tions Manuel Rede, Assistant Clerk of the Council Wanda Schwarze, and members of the Press. INVOCATION PLEDGE OF ALLEGIANCE Following the Pledge of Allegiance, Council- man Griset gave the Invocation. The questions contained in Exhibit A, "Human Relations Commis- sion Topics for Discussion", attached to Memorandum dated August 21, 1974, from the Assistant to City Manager - Community Relations were answered, and Agenda items discussed, as follows: FORMAT FOR HUMAN A recommendation to RELATIONS COMMISSION Council, if it requires RECOMMENDATIONS TO COUNCIL Council action, can be presented in the form of a resolution of the Human Relations Commission. If the recommendation does not require Council action, a memo to Council is sufficient, setting forth the recommendation, what the Commission vote was, the arguments in favor of the recommendation, and the minority opinion against the proposal, if any. Any request for major Council policy revision requires a resolution and should have at least eight affirmative votes, or a majority of the Commission. COMMISSION Either oral or written PRESENTATIONS presentations to Council TO COUNCIL are acceptable at any regularly scheduled Council meeting, and may be made before Council by the Commission on any issue within the Commission's purview. CITY COUNCIL MINUTES 317 AUGUST 26, 1974 Supporting testimony given at Council meetings by Commission members is informational and/or advisory to Council. Commis- sioners must fully understand an issue before taking a posi- tion. For instance, in a boycott situation, the Human Relations Commission does not advise the boycotters; it advises Council, in the form of a Commission resolution, then Council will determine whether or not it will go on record in favor of the boycott. COMMUNICATION WITH CITY COUNCIL Mayor, individual Councilmen, or orally or in writing. When individual citizens' problems arise, the Dial-Your-Mayor number (834-4144) provides 24-hour service. Rather than call Councilmen for routine problems, they may be phoned in on the Mayor's phone number. If a Dial-Your-Mayor problem has not been resolved in a reasonable length of time, then the City Manager's office may be requested to follow through on it. ROLE OF ASSISTANT TO CITY MANAGER - COMMUNITY KELATIONS AT COMMISSION MEETINGS advisor and Staff liaison. The role of the Assis- tant to City Manager Community Relations at Commission meetings is primarily that of When a Councilman is appointed as Council liaison to the Commis- sion by the Mayor, it is on the Councilman's own request in order to gain a better understanding of the Commission. A Commission request for a Staff study must have a majority vote by the Con~ission prior to the request, and such requests may be submitted to the Assistant to City Manager - Community Relations, or to Council via Council liaison representative, or directly to the Mayor for subsequent Council action. ORIENTATION FOR When Council appoints NEWLY APPOINTED a new Commissioner, COMMISSIONERS City policy requires the Assistant to City Manager - Community Relations to contact the new Commissioner to arrange for the Chairman to meet with the new representa- tive, and to go over the purpose, functions and procedures of the Commission, answer any questions, supply a copy of the Budget, and any additional related printed material available, and in general provide a brief orientation of current projects of the Commission. The Human Relations Commission Chairman and newly appointed members were invited to participate in the Annual City Council Bus Tour on September 27, 1974. Major programs and projects in the current Budget will be reviewed throughout the City. CITY COUNCIL MINUTES 318 AUGUST 26, 1974 AVAILABLE MATERIALS FOR COMMISSION USE through the office of the Assistant Relations. Materials are available for Commission use, such as tapes, meeting rooms, instructional materials, to City Manager Community Plans for Commission bus field trips, and other non-budgeted items, should come before Council for approval. SIZE OF COMMISSION The size of the Commission established by City Council Reso- lution No. 74-4 (fifteen members) has real merit. Maintaining full member- ship is a concern of the Commission. Commission should give Council recommendations on appointments. Application blanks for prospective new members may be obtained from the office of the Clerk of the Council, and completed applications should be returned to the Clerk's office for file. As vacancies occur, Council can review the applications on file, arrange for interviews, and fill vacancies more promptly. COUNCIL AGENDA Assistant to City ITEMS SIGNIFICANT TO Manager - Community HUMAN RELATIONS COMMISSION Relations, Staff, or the Mayor's office can supply Council Agenda information concerning items of significance to Human Relations Commission for perusal, evaluation and recommendation to Council. ORGANIZATION OF The City Manager COMMISSION questioned the committee system that was set up by Commission at its inception. It was his opinion that it would be difficult to sustain a subcommittee system of work- ing laymen when the Commission as a whole is still trying to meet once or twice a month. GENERAL POLICY No. 70-4 as follows: The role of the Human Relations Commission is set forth fully in City Council Resolution to cooperate with and assist those other indivi- duals and community agencies so engaged in serving human needs and in fostering mutual understanding among all persons and groups; (z) to recommend to the City Council the enactment of any required legislation which has as its purpose the improvement of the human environ- ment within the City; (3) to cooperate with appropriate City departments in identifying human relations problems; (4) to receive complaints by its citizens of possible tensions or practices of discrimination or acts of prejudice against any person or group because of age, sex, race, religion, national origin or cultural background; CITY COUNCIL MINUTES 319 AUGUST 26, 1974 (s) to conduct such studies and research and to render such written reports as the City Council may direct them to perform. TOPICAL POLICY CONCERNS Topical Policy Concerns were considered and discussed. Councilman Griset stated a prime concern of his is a means of improving relations, communications and education between ethnic groups in our community. He would particularly like advice from the Human Relations Commission regarding youth problems in the different ethnic communities which would enable the Police Department to better understand and cope with juvenile problems. Mayor Patterson stated a people-to-people program or seminar programs could help. Project 21 at U.C.I. has been helpful in the past. Lillie King stated that right now a big problem is going on as to how to get the streets cleaned. People don't want to come to make a formal complaint. It was suggested that a notice be posted to have people get their cars off the streets one night a week so that the streets may be cleaned. Zeke Hernandez stated his hope that programs for ethnic communities can be approved. Councilman Yamamoto recommended that Council review the Bylaws of the Human Relations Commission. PRIORITIES OF Mayor Patterson sug- COMMISSION gested that the Human Relations Commission at one of its next meetings get into the area of goals and accomplishments for fiscal year 1974-75. One of them will be the Youth Problem. Once the Commission has an outline of what it wants to do, a presentation should be made to Council, including Budget recommendations and any recommendations for policy revisions. The City Manager suggested that the Commission establish targets within a time frame and establish priorities in order of importance. It was generally agreed that the next meeting of the Human Relations Commission should be to consider priorities. Neighborhood preservation, youth problems, communications, housing and jobs are problems Council considers important. ADJOURNMENT Councilman Griset, Council adjourned the meeting at 6:40 P.M. on motion of Councilman Garthe, seconded by and unanimously carried. FLORENCE I.
