OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA
December 21, 1974
The Adjourned RegulRr Meeting of the City Council was
called to order at 8:15 A.M., by Mayor Jerry M. Patterson,
in Room 831, City Hall, 20 Civic Center Plaza. The Clerk
reported the proper Notice and Posting had been accomplished.
Following the Pledge of Allegiance, roll call was answered
by: Councilmen J. Ogden Markel, John Garthe, Harry K.
Yamamoto, Vernon S. Evans, James E. Ward, Lorin Griset and
Mayor Jerry M. Patterson. Also present were City Manager
Bruce C. Spragg, City Attorney James A. Withers and Clerk
of the Council Florence I. Malone.
EXECUTIVE SESSION At 8:20 A.M., the City
Council recessed for an
Executive Session to
consider the appointment
of a Councilman to represent Ward 1, due to Congressman-elect
Mayor Patterson's resignation, to become effective January 2.
Council reconvened at 9:20 A.M., with all members present
except Councilman Markel, who had departed during the Executive
Session. In addition to the same staff members, Mr. Gordon
Bricken, 2424 Oakmont was also present.
RESIGNATION OF MAYOR Mayor Patterson with-
drew his previous
resignation dated
December 16, to become
effective January 2, and submitted his resignation dated
December 21, 1974, to become immediately effective. He
stated that the City Council, without his participation, had
reached unanimous agreement, among those present, on the
appointment of a Councilman to succeed him as the representative
from Ward 1; and that, as he had previously agreed, he was
resigning, effective immediately. He then relinguished the
gavel to Vice Mayor Evans to proceed with the meeting.
Mayor Patterson's resignation was accepted with great appre-
ciation for the services that he has performed for the City
during the past six years and with enthusiasm in having the
first Congressman from the City of Santa Ana, or from city
government in Orange County, representing the people in the
Nation's Capitol. The motion of Councilman Ward to accept
the resignation was seconded by Councilman Garthe and carried
on the following roll call vote:
AYES: Ward, Garthe, Yamamoto, Evans, Griset
NOES: None
ABSENT: Markel
Vice Mayor Evans stated for the record that he had telephoner
Councilman Markel at his home and indicated to him that Mayor
Patterson would submit his resignation effective immediately;
that he had requested the Councilman to return to assist and
participate in the potential appointment to Ward 1; and that
Councilman Markel had responded to the effect that he had
other commitments and that Council should proceed without him.

APPOINTMENT Mr. Gordon Bricken,
2424 Oakmont, was
appointed to fill the
Ward 1 vacancy on the
City Council, on motion of Councilman Garthe, seconded by
Councilman Griset and carried on the following roll call vote:
AYES: Garthe, Griset, Yamamoto, Evans, Ward
NOES: None
ABSENT: Markel
The Oath of Office was administered to Mr. Bricken by the
Clerk of the Council.
Vice Mayor Evans was authorized to write a letter of appre-
ciation to the other candidates for appointment to the
vacancy, on the unanimously carried motion of Councilman Ward,
seconded by Councilman Griset. (CA 80)
REDEVELOPMENT COMMISSION Councilman Bricken
announced his intention
to resign immediately
as a member of the
Community Redevelopment Commission and the Transportation
Advisory Committee of the City because of the conflicts of
service.
REORGJuNIZATION OF
CITY COUNCIL
THE
Vice Mayor Evans stated
that he would now accept
nominations for the office
of Mayor.
Vice Mayor Evans' name was placed in nomination on motion of
Councilman Garthe, seconded by Councilman Yamamoto. There
were no further nominations and nominations were closed on
the unanimously approved motion (6-0) of Councilman Griset,
seconded by Councilman Ward.
Vice Mayor Evans was elected as the Mayor on the following
roll call vote:
AYES: Garthe, Yamamoto, Evans, Ward, Griset, Bricken
NOES: None
ABSENT: Markel
Councilman Harry Yamamoto was nominated to serve as Vice Mayor,
on motion of Councilman Ward, seconded by Councilman Bricken.
There were no further nominations and nominations were closed
on the unanimously approved (6-0) motion of Councilman Ward,
seconded by Councilman Bricken.
Councilman Yamamoto was elected Vice Mayor on the following
roll call vote:
AYES: Ward, Bricken, Garthe, Yamamoto, Evans, Griset
NOES: None
ABSENT: Markel WA 80)

City's representative
to Orange County
Sanitation Districts 1 and 7, on the unanimously approved
(6-0) motion of Councilman Griset, seconded by Councilman
Yamamoto. (CA 39; CA 80.1)

Alternate, on the unanimously approved motion (6-0) of

INTERGOVERNMENTAL Councilman Ward was
COORDINATING COUNCIL appointed as the Delegate
to the Intergovernmental
Coordinating Council and
Mayor Evans was appointed as the Alternate on the unanimously
approved (6-0) motion of Councilman Yamamoto, seconded by
Councilman Ward. [CA 112.13; CA 80.1)
ADJOURNMENT At 9:40 A.M., the meeting
was adjourned to Monday,
January 6, 1975, at
1:00 P.M., in Room 831,
City Hall, for a study session, on the unanimously approved
motion (6-0) of Councilman Garthe, seconded by Councilman
Yamamo to.
