OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA
April 8, 197S
The meeting was called to order at 7:35 P.M., in the Council
Chambers, 22 Civic Center Plaza, with the following Council-
men present: J. Ogden Markel, John Garthe, Harry K. Yamamoto,
Gordon Bricken, James E. Ward, Lorin Griset, and Mayor Vernon
S. Evans. Also present were Acting City Attorney Charles J.
Liberto and Clerk of the Council Florence I. Malone. Press
representatives were in attendance.
COMPUTER ELECTION Computer Election
SYSTEMS REPORT Systems' representa-
tive, Mr. Edward
Charbonneau, filed
his written report dated April 8, 1975, regarding the
conduct of the election after having read it aloud to
Council. Mr. Charbonneau reported that the election had
been successful from every point of view, and that the
precinct surveys established an overwhelming preference
for the Votomatic System by voters and precinct officers.
The City Attorney was instructed to prepare a resolution
commending Computer Election Systems for its contributions
to the conduct of the City election, on the unanimously
approved motion (7-0) of Councilman Bricken, seconded by
Councilman Markel. The motion included a proviso that the
resolution recommend to the Orange County Board of Super-
visors, consideration of the purchase of the Votomatic
System so that all Orange County voters might enjoy its
benefits. CA 68

senting 29 per cent of the City's registered voters.

RESOLUTION 75-37 A RESOLUTION OF THE
ELECTION RESULTS CITY COUNCIL OF THE
CITY OF SANTA ANA
STATING AND DECLARING
THE RESULTS OF THE CANVASS OF THE GENERAL MUNICIPAL ELEC-
TION HELD IN THE CITY OF SANTA ANA, CALIFORNIA ON APRIL 1,
1975 was read by title only, and full reading was waived,
on the unanimously approved (?-0) motion of Councilman
Yamamoto, seconded by Councilman Bricken. The Resolution
was adopted on motion of Councilman Yamamoto, seconded by
Councilman Ward on the following roll call vote:
AYES: Yamamoto, Ward, Markel, Bricken, Evans,
Garthe, Griset
NOES: None
ABSENT: None

John Garthe was nominated for the office of Mayor and as
Director to Sanitation Districts 1 and 7, and Alternate to
Districts 2 and 3, on motion of Councilman Evans, seconded
by Councilman Ortizo
There were no further nominations, and they were closed on
motion of Councilman Evans, seconded by Councilman Ortiz.
Councilman John Garthe was elected Mayor of the City of
Santa Ana on the following roll call vote:
AYES: Evans, Ortiz, Bricken, Ward, Brandt
NOES: Garthe, Yamamoto
ABSENT: None

Mayor Garthe accepted the gavel and stated that he wanted to
thank Council for their confidence and to assure everyone
that he would serve the community and the Council to the best
of his ability; that he was fully aware of some of the insur-
mountable problems facing the City; that the Council with all
humility, patience and dedication can establish some real
credibility; that the task can be a pleasure and can reflect
a new image for a great city if Council will do just that.
He stated further that he hoped to recruit members to the City
Boards and Commissions that would reflect the same type of
credibility; that he would hope all employees would reflect
this very thing; that if it is done, there will be no problem
that can't be solved; and that by doing these things and by
turning the other cheek in relation to taking abuse, so to
speak, and with God's help, Council will do the job.
The Mayor called for nominations for Vice Mayor of the City.
Councilman Vernon S. Evans was nominated for Vice Mayor and
for Director to Sanitation Districts 2 and 5 and Alternate
Director to 1 and 7, on motion of Councilman Bricken, seconded
by Councilman Brandt.
There were no further nominations, and they were closed on
motion of Councilman Bricken, seconded by Councilman Ortiz,
and unanimously carried.
Councilman Evans was elected Vice Mayor of the City on the
following roll call vote:

TRIBUTE TO COUNCILMEN Councilman Bricken
LORIN GRISET AND paid tribute on
J. OGDEN MARKEL behalf of the Council
to retiring Councilmen
Lorin Griset and J. Ogden Markel as two of the finest men
that Santa Ana has to offer, and he urged them to continue
their leadership and to accept other channels for continued
service to the City. CA 80

Plaza, on the unanimously approved motion of Councilman
Evans, seconded by Councilman Ward.
