DISCUSSION On August 16, 2004, the City Council accepted a $15 million Urban Area Security Initiative grant from the federal Department of Homeland Security, through the State of California, Office of Homeland Security. This ini tiati ve was designed to enhance the domestic preparedness of urban areas by ensuring that all emergency first responders have adequate equipment and systems to prevent, respond to and recover from acts of terrorism. The grant provides total reimbursement to local agencies for equipment purchases approved and authorized by the federal Office of Domestic Preparedness. The Fire Department requires a portable hazardous material chemical identifier to allow firefighters and first responders to identify unknown substances at the scene of incidents that may result from acts of terrorism. The HazMat 10 Command System is a data collection system that will run a complete analysis with a single drop of liquid or a few grains of powder, and identify the unknown substance as well as alert the user when a possible biological material is present. Wireless access communication allows incident command to control the system software remotely while responders collect the sample. The system can be used in extreme temperatures and 0-100 percent humidity, and is completely waterproof. 220-1 CS 383 Contract Award for HazMat ID Command System (Spec.
