DISCUSSION In 2003, the United States Department of Homeland Security, Office of Domestic Preparedness developed the Urban Areas Security Initiative Grant funding program (UASI). UASI provides funds to local emergency first responders to enhance security and overall preparedness to prevent, respond, and recover from acts of terrorism. The grant specifically provides funding for anti-terror equipment, planning, training, exercises, and technical assistance. Designated urban area cities are required to apply for the grant through the State Office of Homeland Security. In 2004, the City of Santa Ana was selected as a Designated Urban Area City and is eligible for 2005 Funding through the Department of Homeland Securi ty UASI program funds. The City of Santa Ana Police and Fire Departments will continue to work with the County of Orange and cities within our Urban Area to determine current capabilities and needs, and to establish goals and obj ecti ves. The Santa Ana Urban Area will work in collaboration with the City of Anaheim and its Urban Area to develop complimentary implementation strategies for responding to acts of terrorism. Th~~l Paul M. Walters Chief of Police impact --~ associated~h t ,"- ( /' \ t1 I Iz:::::::' I PIlip Garc'a Fi\:'e qhief 218-1 i J FISCAL IMPACT 155:021005 RESOLUTION NO. 2005-022 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AUTHORIZING THE CITY MANAGER, THE CHIEF OF POLICE AND THE FIRE CHIEF TO SUBMIT A GRANT APPLICATION TO THE STATE OF CALIFORNIA OFFICE OF EMERGENCY SERVICES FOR THE FY2005 URBAN AREA SECURITY INITIATIVE GRANT PROGRAM BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana hereby, finds, determines and declares as follows: A. The California Office of Homeland Security is responsible for implementing the United States Department of Homeland Security, Office of Domestic Preparedness Urban Areas Security Initiative Grant Program (UASI). B. UASI provides funds to local emergency first responders to enhance security and overall preparedness to prevent, respond to and recover from acts of terrorism. Section 2. The City Council of the City of Santa Ana hereby authorizes and directs the City Manager, the Chief of Police and the Fire Chief to submit a grant application to the California Office of Emergency Services, Office of Homeland Security for the fiscal year 2005 Urban Areas Security Initiative Grant funding program. Section 3. The City Council of the City of Santa Ana hereby authorizes and directs the City Manager, the Chief of Police and/or the Fire Chief to execute and submit all documents and take any necessary action, for and on behalf of the City of Santa Ana, a public entity established under the laws of the State of California, for the purpose of obtaining federal financial assistance provided by the federal Department of Homeland Security and subgranted through the State of California. Section 4. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution. 218-2 ADOPTED this day of ,2005.
