OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA
June 7, 1975
The meeting was called to order at 8:20 A.M. in the H and H
Room of the Saddleback Inn, 1660 East First Street, Santa Aha,
by Mayor John Garthe, proper notice and posting having been
accomplished, with affidavits on file in the office of the
Clerk of the Council. The following Councilmen were present:
Gordon Bricken, David F. Ortiz, Harry K. Yamamoto, Vernon S.
Evans, David L. Brandt, James E. Ward and Mayor John Garthe.
Also present were City Manager Bruce C. Spragg, Acting City
Attorney Charles Liberto, and all Department Heads except the
Director of Public Works, who was represented by the Assistant
Director of Public Works, Joha Stevens.
STUDY SESSION Mayor Garthe stated
that the all day Study
Session would give
staff and Council a
good opportunity for an exchange of ideas and information to
help identify some of the City's problems, their solutions,
and to assist in estaSlishing policy, goals and objectives.
COMMUNITY CENTERS Stella Gutierrez, Tom
Silva, and Lenny Wiggs,
Coordinators for the
South Community Center,
West Community Center, and the Corbin Community Center,
respectively, described their geographical areas of Service,
their inhabitants, and major areas of concern and activity,
involving vandalism, drugs, housing, unemployment, juvenile
delinquency, and physical environment. Each Coordinator pro-
vided information on his Center's operations and services.

TRANSPORTATION The Assistant Director
of Public Works stated
that major factors
contributing to trans-
portation problems include air pollution and fuel shortages;
that emphasis for improvement is presently concentrated on
Seventeenth Street, First Street and Flower Street, with some
work commencing on Bristol Street. He further stated that
construction of a multi-modal transit facility in the Redevelop-
ment project Area is scheduled to commence in 1976-77; and
that by 1980 it will provide a rapid transit railway from
Santa Aha to Los Angeles. CA 84.3
ACCESS ~ REDEVELOPMENT The Executive Director
for Redevelopment,
Richard Goblirsch,
stated that studies
on housing, parking, and freeway access in the Redevelopment
Project Area are underway; that the Transportation Terminal,
estimated to cost $5,000,000 is expected to be completed in

GOALS FOR NEXT YEAR The City Manager stated
that based on the inputs
from this session, staff
proposes to identify
goals and objectives and to discuss and prioritize them for
Council approval. Following implementation, there will be
progress reports, statistical and realistic evaluation prepared
fer Council's review. The Manager also covered some of the
effects of the proposed 75-76 Budget.
COUNCIL COMMENTARY Councilman Ortiz stated
that primary considera-
tion should be given to
developing changes and
improving the attitude of the City, the attitude of the Depart-
ments and their services to the community.
Councilman Ward stated that programs should be developed to
encourage more community involvement. CA 6SB
RECESS At Noon Mayor Garthe
announced recess for
lunch. The Study
Session reconvened at
1:20 P.M. with the same people present, except for Councilman
Bricken, who returned at 2:35 P.M.
QUALITY OF LIFE
presented slides depicting
the City, and the Building
Director of Planning
Charles Zimmerman and
Director of Building
Safety Wendell Bril
Zoning Code violations throughout
Conservation Program, respectively.
Councilman Evans described his Ward 2 as unique in many ways.
He stated that it has the largest concentration of minorities;
that it also has a branch library, Jerome Center, a park, pool
and other recreational areas. He added that many of the recrea-
tional facilities were unsafe to use; that he is thoroughly in
suppert of the Crime Abatement Program and he urged full Coun-
cil support as well, noting that security is the key to complete
enjoyment of a higher quality of life. He listed his priority
concerns as crime, housing, unemployment, vandalism, and lack
of communications.
Councilman Bricken stated that as the Councilman from Ward 1
he represents an area north of Seventeenth Street, as well as
the E1 Salvador area; that he is concerned with "white flight"
and the City's image Oust cleaning it up would help tremen-
dously); that City government needs to support community pro-
grams that will generate greater community involvement to help
solve many of the environmental problems and make people proud
to live in Santa Ana.
He listed his priorities as excellence in all things, great
and small; creativity, looking for new ways to do the same
job; efficiency, looking for an easier way to do the job and
use personnel more effectively. He suggested the creation
of a mechanism to "trouble shoot" problems without interfering
with the mainstream of work, expressing his philosophy that
people would be willing to carry the load if government would
keep up the level of service; and that the priority of the
Police Department is "now", but that other departments are
important and ways must be found to extend their programs
through the formation of good plans.

Councilman Brandt stated that he supports Crime Prevention
Program and regrets that some areas will possibly suffer. He
listed his concerns as access to the City (would like to widen
Bristol Street), the proliferation of multiple family dwell-
ings, and traffic signalization.
Mayor Garthe listed his concerns as inter-communication among
departments, parking surrounding the Civic Center, construc-
tion of the County Administration Building, widening of Flower
Street, apartment development north of Civic Center Drive from
Flower to Ross up to Washington, the involvement of communi-
ties in the Community Development planning process as soon as
possible, and credibility of Councilmen and department person-
nel.
Councilman 0rtiz stated that he supports the Crime Abatement
Program; that a safe City (Police and Fire) takes precedence
over all else. He listed his concerns as work programs for
juveniles, improved community communications, improved rela-
tions with the business community as well as the organizations
and churches. He stated his opinion that the people in the
City can solve its problems without the need for outsiders.
Councilman Yamamoto listed his concerns as recreation for youth
Oust as important as Police expansion), improved communica-
tions within the community through more effective use of the
Community Centers, improvement of the roads, streets, and curbs
in the west part of Santa Ana, to the standard enjoyed by the
rest of the City, and increased Council participation at the
Community Centers.
Councilman Brandt expressed his personal philosophy on inter-
governmental concerns, stating that a concentrated effort
should be made to communicate the City's needs to other elected
officials in the State and Federal governments. He added that
he would like to see a legislative digest implemented by the
City.
Councilman Bricken stated that he would like to see the Transpor-
tation Element to the General Plan and the establishment of a
Transportation Department or function to concentrate on that
subject in the City. CA 6SE
