HomeMy WebLinkAbout06-26-1975MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA June 26, 1975 The meeting was called to order in Room 831, City Hall, 20 Civic Center Plaza, at 6:10 P.M. by the Assistant Clerk of the Council, proper notice and posting having been accomplished, with affidavits on file in the office of the Clerk of the Council. The following Councilmen were present: Harry K. Yamamoto, James E. Ward, David F. Ortiz, and David L. Brandt. Councilman Harry K. Yamamoto was appointed Chairman Pro Tem until the arrival of Mayor John Garthe, who arrived at 6:35 P.M. Councilman Gordon Bricken arrived at 6:40 P.M. Vice Mayor Vernon S. Evans was absent. Also present were repre- sentatives of the press, and the following staff: City Manager Bruce C. Spragg, Director of Public Works Ronald E. Wolford, Director of Finance Lawrence Shaffer, Recreation Superintendent Eugene R. Laumeister, and Assistant Clerk of the Council Patricia B. Rice. RECESS At 6:12 P.M., Council EXECUTIVE SESSION recessed to Executive Session to consider personnel matters; the meeting was reconvened at 7:00 P.M. with Councilman Evans absent. PROPOSED BUDGET Council continued its FISCAL YEAR 1975-76 page by page review of the proposed Budget. The Director of Public ~orks responded to questions regarding the proposed Budget for the Public Works Department. He stated that his Budget provides for reduced service levels. The street sweeping program will be reduced in the downtown area, and on arterial streets; the residential sweeping schedule will not be changes; sewer maintenance level partially restores service lost the last two years, as it was determined that sewer stoppage increased 40% when sewers were not cleaned regularly; the Select Streets and Local Streets Budgets are up about S% because preventive maintenance is the key to success in street maintenance. He stated that Public Works primarily replaces sidewalk damage caused by parkway tree roots for pedestrian safety; that gaps in sidewalks are being filled in with CETA labor, with owners paying 50% of the cost. In regard to the Park and Recreation Budget, Gene Laumeister, Recreation Superintendent, stated that he had made arrange- ments for the use of the Santa Ana College swimming pool for a period of about five weeks in the afternoons for lessons and for recreational swimming. In regard to the Library Budget, City Manager Spragg stated that five positions of the total 55 employees had been cut; that eleven CBTA positions have been established; that the site and plans are ready for a second branch library, but six full time employees will be needed to run it; that there had been great concern from citizens regarding the proposed removal of the Bookmobile service. Councilman Yamamoto expressed his desire to retain the Book- mobile service. CITY COUNCIL MINUTES 265 JUNE 26, 1975 RECESS at 8:40 P.M. At 8:30 P.M., Mayor Garthe declared a recess, and the meeting reconvened During the course of the meeting the following items were removed from the Budget for further consideration: Item Amount Cumulative Amount In or Out of Balance 1. Retain Bookmobile service ( S0,000) 59,7S0 The Mayor asked if there were any comments or questions from the audience. ORAL COMMUNICATIONS Mr. Mark Mulkerin, PROPOSED BUDGET 2105 North Eastside, expressed his support for the Crime Abate- ment Program and the Paramedic services, and the need for additional taxes to support them; he suggested that (1) the removal of the $50 per month automobile allowance for Councilmen would save $4,300; [2) the elimination of salaries for the Human Relations Commissioners, Redevelopment Commis- sioners, Personnel Board members, Board of Recreation and Parks members, and the Planning Commissioners would save $12,500; that a savings of $54,000 would reduce 1 cent of the proposed property tax increase; that these reductions would show the community that the Council is willing to make direct personal sacrifices in order to retain the essential services of the City. Mrs. Ann Pamalaro, (no address given), stated that she had contacted 100 taxpayers, 50 of whom did not know that there was a proposed tax increase; that the balance of 70 felt that the police issue was very important~ and that other things would have to go to eliminate a tax increase; that President Ford had seen fit to give tax rebates to taxpayers and she doesn't feel it should be taken by the City. Mrs. Dorothy Smith of the League of Women Voters expressed the League's interest in providing as much library service as possible for the citizens of the City. Former Councilman, J. Ogden Markel, commended Mr. Samuelson for his efficient work in the library; expressed his opposi- tion to adding paramedic services and his opposition to a proposed cultural center east of the Stadium.
