HomeMy WebLinkAbout07-01-1975MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA July 1, 1975 The meeting was called to order in Room 851, City Hall, 20 Civic Center Plaza, at 4:00 P.M., by Mayor John Garthe, proper notice and posting having been accomplished, with affidavits on file in the office of the Clerk of the Council. The following Councilmen were present: Gordon Bricken, David F. Ortiz, Harry K. Yamamoto, Vernon S. Evans, David L. Brandt and Mayor John Garthe. Councilman James E. Ward arrived at 4:20 P.M. Also present were representatives of the press and the following staff: City Manager Bruce C. Spragg, City Attorney Keith L. flow, Director of Finance Lawrence Shaffer, Police Chief Raymond C. Davis, Library Director Howard Samuelson, Fire Chief Eugene JUdd, and Clerk of the Council Florence k Malone. PROPOSED BUDGET FISCAL YEAR 1975-76 Purchase Items for the Building Council resumed its review of the proposed Budget, commencing with Page 144, Capital Safety and Housing Department. Councilman Bricken asked if anything could be done to effect a savings in the minor capital Budget area· Councilman Nard requested that the following items be added to the list for further consideration; 1. Postpone tWo traffic signals, $70,000. Development of twe park sites CMacArthur and Grantl - transfer costs to Development Fees Fund (A and D), $30,400. Councilman Bricken stated that Council should decide what it is going to de insefa~ as tke revenue package is concerned. The City Manager stated tkat he had been told that the City's assessed valuation had been increased by 13.8%, which was almost double what staff had used as its estimate in putting the preliminary Budget together; that roughly the increase would produce about one-half million dollars, which is equiva- lent to an 8 or 9 cent property tax increase; and that the other Budget unknown, the carry-over from the previous.year, would be available next week. At Councilman Bricken's request the the list for further consideration: $500,000. following was added to Assessed Valuation Council discussed revenue possibilities, during which Mayor Garthe and Councilman Ward spoke in favor of a Utility User Tax; Councilman Evans in favor of a property tax increase plus an additional 2% reduction in the total Budget; and Councilmen Yamamoto and Brandt, in favor of a Utility User Tax without a maximum exemption. CITY COUNCIL MINUTES 269 ~ULY 1, 1975 UTILITY USER TAX The City Attorney was ORDINANCE instructed to prepare a 5% Utility User Tax ordinance with minimum and maximum exemptions, as recommended in the proposed Budget, on motion of Councilman Ward, seconded by Councilman Yamamoto, and carried on the following roll call vote: AYES: Ward, Yamamoto, Bricken, Garthe, Brandt NOES: Ortiz, Evans ABSENT: None Prior to the motion, Councilmen Bricken and Brandt stated their approval of the motion did not constitute approval of a Utility User Tax at this time; and that their approval was only to keep the process of the Budget in motion because of staff time needs. CRIME ABATEMENT The City Manager PROGRAM was instructed to strive to maintain the 110 additional personnel in the Crime Abatement Program, on motion of Councilman Brandt, seconded by Councilman Evans, and carried on the following roll call vote: AYES: Brandt, Evans, Ortiz, Yamamoto NOES: Bricken, Garthe, Ward ABSENT: None PARAMEDIC PROGRAM The City Manager was instructed to provide for the funding of the Paramedic Program ($402,455), through a minimum increase in the property tax of approximately 104, on motion of Councilman Bricken, seconded by Councilman Brandt, and carried on the following roll call vote: AYES: Bricken, Brandt, Garthe, Evans NOES: Ortiz, Yamamoto, Ward ABSENT: None BUDGET REDUCTION The City Manager was directed to reduce the Budget expenditures by 1.S million dollars, on motion of Councilman Bricken, seconded by Councilman Brandt, and carried on the following roll call vote: AYES: Bricken, Brandt, Ortiz, Evans NOES: Yamamoto, Garthe, Ward ABSENT: None CITY COUNCIL MINUTES 270 JULY 1, 1975 ADDITIONAL BUDGET STUDY SESSIONS P.M. on each date, Budget study sessions were scheduled £or July 9, 11, 16 and 17, from 4:00 to 6:00 to be held in Koom 851 of the City Hall. CA 65B HUMAN RESOURCES A representative of DEVELOPMENT CONFERENCE the Human Relations Commission was authorized to attend the League of California Cities Institute on Human Resources Development in San Diego from July 9 through 11, at City expense, on the unanimously approved motion of Councilman Ward, seconded by Councilman Evans.
