RESOLUTION NO 73-4 A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA ADOPTING BUDGET FOR PROJECT CAL 93-1 OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA FOR FISCAL YEAR ENDING JUNE 30, 1974. vlliEREAS, Project Cal 93-1, Housing Authority of the City of Santa Ana begins its new fiscal year July 1, 1973; and WHEREAS, under the terms and conditions outlined in Cir- cular HM 7475.12, paragraph 6 e, dated 11-28-72 of the HUD Handbook, that proposed expenditures are necessary in the ef- ficient and economical operation of the housing for the pur- pose of serving low-income families; that the financial plan is reasonable in that: 1. It indicates a source of funding adequate to cover all proposed expenditures. 2. It does not provide for Federal funding in excess of that payable under said Circular that all proposed charges and expenditures will be consistent with provisions of law and the Annual Contributions Contract. NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA: That the budget be approved and submitted to the Department of Housing & Urban Development with approval recommended; and BE IT FURTHER RESOLVED that the Budget be posted to the books of account and filed in the office of the Authority. The City Council acting 4IÞ:s the Santa Ana Housing Authority operates a low-income, leased housing program under Section 23 of the Housing Act of 1937, as amended. Operation ,Of this type of pr~gram o~fers the City the f0110Wi~9 advantages: a. It allev1ates, 1n part, the need for low-1ncome housing in Santa Ana. b. Housing is leased from property owners by the City and then sub-leased to individual families, but the leased property remains on the tax rolls. c. The low-income housing may be dispersed throughout the City rather than congregated in specific areas. d. Item 261: Labor and material costs for ordinary maintenance and ~epair of 100 housing units at an average of approximately $5 per unit per month. . Item 291: Rents paid to owners of 100 units of leased housing.
