REL:Ijà, 1/16- RESOLUTION NO. 80- 4 A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA AUTHORIZING THE EXECUTION OF INTERJURISDICTIONAL AGREEMENTS FOR HOUSING SERVICES WITH OTHER PUBLIC HOUSING AGENCIES. WHEREAS, the Housing Authority of the City of Santa Ana may honor Certificates of Eligibility issued by other Public Housing Agencies relative to the "Section 8 Existing Housing Program," provided the allocation is available for the required bedroom size, and WHEREAS, the honoring of Certificates of Eligibility issued by other Public Housing Agencies is encouraged in the Regulations for the "Section 8 Existing Housing Program" to provide participating families with a greater choice of housing opportunity, and WHEREAS, the Department of Housing and Urban Development will give a funding preference to Public Housing Agencies which provide families with the broadest geographical choice of dwelling units, and WHEREAS, the mutual honoring of Certificates of Eligibility by the Housing Authority of the City of Santa Ana and other Public Housing Agencies will not have any significant adverse impact on participating families or on the "Section 8 Existing Housing Program" as a whole. NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA that the Executive Director of Housing Authority of the City of Santa Ana is authorized to enter into agreements on behalf of the Housing Authority of the City of Santa Ana with other Public Housing Agencies, in the form set forth in Exhibit A, attached hereto and incorporated herein by this reference, or in a form substantially similar thereto, for the purpose of mutual honoring of Certificates of Eligibility issued for the "Section 8 Existing Housing Program." "... . - . .. . . , . , , 4t INTERJURISDICTIONAL HOUSING SERVICE AGREEMENT The Department of Housing and Urban Development encourages and provides for a funding preference to Public Housing Agencies which provide families participating in the Section 8 - Existing Housing Program with the broadest geographical choice of dwelling units. Therefore, the Public Housing Agency and the Public Housing Agency hereby agree to mutually honor Certificates of 8 - Existing Housing issued by the undersigned subject to the following conditions: Elieibility for Section Public Housing Agencies, 1. Public Housing Agencies electing to execute this Agreement are obligated to honor a , Certificate of Eligibility issued by another Public Housing Agency providing they have an uncommitted allocation for the bedroom size required by the èertificate holder. 2. The Public Housing Ar,ency honoring the Certif- icate of Eligibility issued by another Public Housing Agency will 'utilize its own allocation, issue its own Certificate of Eligibility and assign the appropriate control number to the Certificate of Eligibility. 3. In the ,event there are a disproportionate number of requests to honor Certificates issued by other Public Housing Agencies, whereby the effectiveness of the housing program in the local jurisdiction is jeopardized, this Agreement may be terminated by either party by giving a minimum of 30 days notice in writing.
