The following members of the Conunission responded to the roll <;all: Vernon S. Evans Lorin Griset Wade Herrin Ray Villa Harry K. Y~amoto There were also present by invitation the following: Carl J. Thornton, Secretary Pro Tem Robert Portillo James A. Withers Florence I. Malone Sandi Mosley Commissioner Jerry Patterson arrived at 4:15 P. M. The full reading of the Miriutes of the Organizà.tion Meeting , of the musing Authority held May 1.1 1972 was waived and the Minutes were approved as mailed on motion of. Cómrniuioner Villa, seconded by Commissioner Yamarno.to ,!-nd unanimously carried. MINUTES BILLS AND COMMUNICATIONS The Secretary,'Pro Tern reported that there were no bills or communications for presentation. The Secretary Pro Tern requested the Commission to consider arid approve by Realolution the "Statement of Plillicies Governing Admiuion To and, C'ontinued Occupancy of the Hud-Aided Housing Units Operated By the' Houliing Authority of the City of Santa Ana", copies of which had been delivè~ed with eachCommissiòn'er~8 Agenda. SECRET AR Y PRO TEM REPORT . . ~ I it , \ I ., SECRET AR Y PRO TEM REPORT - (Continued) He described the document as a series of policy statements and regulations which would be the controlling statements for the actual operation of the Housing Authority and its employees' ful1( tiòn in the administration of the program. He stated that the Statement was required to be filed with the Department of Housing Urban Development as part of the City's application for Section 23 Leased Housing. Chariman Patterson arrived at 4:15 P. M. Commission members discussed the ne,cessity of renting to tenants who would qualify with respect to responsibility as well as need so that community neighborhoods would not be adversely affected by the rentals. The consensus was that the lease between the Housing Authority and the tenant would' set forth the standards of occuPllncý and vio~ of those rules would result in eviction of the tenant. ' Robert Portillo, Assistant to the City Manager for Community Relations, st,ated that he is in the pro.cêss of developing the specific criteria for prospective tenants and thattHe,~e will bs' ~resented to the Authority along with a description of thecþi"oè-ess involv~d in tenant selection andauxilliary programs for tenaI,lt relationships developed to iLchieve a high level of efficiency and good service. A RESOLUTION OF THE HOUSING AUTA'ORITY OF THE CITY OF SANTA ANA APPROVING AND ADOPTING A STATEMENT OF OCCUPANCY POLIG.IES was adopted on mo,tion of Commissioner Griset, seconded by Conunissioner Villa and carried on the following roll call vote: RES. 72-8 OCCUPANCY POLIèŒS AYES: Villa, Griset, Yamamoto, Patterson NOES: Evans, Herrin ABSENT: None REPORTS OF COMMITTEES There were no Committee Reports pre!¡ented. UNFINISHED BUSINESS There were no matters of unfinished business. Comn:rissioner Villa reported that a Housing Conference woul'- be held in Sacramento on Thursday, June 8, and requested that a Staff membel! be authorized to attend if a member of the Housing Authority coulrl not do so.
