MINUTES HOUSING AUTHORITY OF THE CITY OF SANTA ANA, CALIFORNIA February 25, 1974 The Regular Meeting of the Housing Authority of the City of Santa Ana was called to order at 2:05 P.M., by Chairman Jerry M. Patterson, in the Council Chambers, 22 Civic Center Plaza, Santa Ana. The following members of the Authority re sponded to the roll call: Present Absent John Garthe Harry K. Yamamoto James E. Ward Lorin Griset Vernon S. Evans Jerry M. Patterson J. Ogden Markel The following persons were also present: Manuel Rede, Executive Director-Secretary James A. Withers, Attorney for the Authority Bruce C. Spragg, City Manager Florence I. Malone, Recording Secretary Representatives of the Press The full reading of the Minute s of January 21, 1974, was waived and they we re approved as mailed, on the unanimously carried motion of Commissioner Garthe, seconded by Commissioner Yamamoto. MINUTES BILLS AND COMMUNICATIONS Nothing to report. The Status Report for the Section 23 Leased Housing Program, including the trial balance, dated February 20, 1974, prepared by the Director- Secretary, was received and filed on the unanimously approved motion of Commissioner Griset, seconded by Commissioner Ward. REPORT OF SECRETARY Mr. Rede responded to various questions by the Commissioners on operational expenses and the new standards of the Department of Housing and Urban Development. He stated that the Authority has two full-time PEP (Public Employment Program) employee s; that administrative expense s will be considerably reduced under the new HUD standards; and that the first 100 units of leased housing will continue under the existing admin- istration but as existing lease s expire, renegotiation would be under the provisions of the new program. He expressed his opinion that the new program's greate st disadvantage s are that the prospective tenant will be dealing on the open market which probably will result in the loss of the distribution housing patterns the Authority has been able to achieve under . - . . . . the previous operational standards and that the landlord will have sole discretion in the selection of tenants which will also tend to perpetuate existing housing patterns because of the tendencie s of groups to segregate along economic lines.
