MINUTES
HOUSING AUTHORITY OF THE CITY
OF SANTA ANA, CALIFORNIA
March 18, 1974
The Regular Meeting of the Housing Authority of the City of Santa Ana
was called to order at 3:12 P.M., by Chairman Jerry M. Patterson,
in the Council Chambers, 22 Civic Center Plaza, Santa Ana. The
following members of the Authority responded to the roll call:

The full reading of the
Minutes of February 25, 1974,
was waived and they we re approved as mailed, on the unanimously carried
motion of Commissioner Evans, seconded by Commissioner Yamamoto.

BILLS AND COMMUNICATIONS
Nothing to report.
The Status Report for the
Section 23, Leased Housing
Program, dated March 12,
1974, including the trial balance dated February 28, 1974, prepared by
the Director-Se cretary was received and filed on motion of Commis sioner
Ward, seconded by Commissioner Griset, with Commissioner Evans
dissenting.
REPORT OF SECRETARY
The Executive Director-Secretary also filed a report and discussed HUD
policy changes in the Section 23 Program. A written report of the City's
Projected Housing Needs for the next three fiscal years was filed and
the Director requested authorization from the Authority to prepare a
letter of intent and application to HUD for 400 units under Revised Section
23 Program. He stated that 200 of the new units would involve con-
struction and would be re served for senior citizens only and that the
remaining 200 would be for gene ral family occupancy.
Commissioner Evans stated that at the time the Housing program was
established it was agreed by the Authority that new construction would
not be a part of the program; and that the continuation and expansion
of the housing program will add to the burden of problems in the City's
schools, tax base, and flight from the City.
Commissioner Evans stated that although he was not opposed to low
income housing, he did obje ct to the way funds are being used for rent
subsidy.

The Housing Authority staff was authorized to prepare a letter of
intent and application to HUD for 400 additional units on the following
