The Regular Meeting of the Housing Authority of the City of Santa Ana was called to order at 2:35 P.M., by Chairman Harry K. Yamamoto, in the Council Chambers, 22 Civic Center Plaza, Santa Ana. The following members of the Authority responded to the roll call: 8 Present Absent Gordon Bricken David F. Orti z John Gar the Vernon S. Evans David L. Brandt James E. Ward Harry K. Malone, Recording Secretary Representatives of the Press MINUTES The full reading of the Minutes of the Regular Meeting of August 18, 1975 and the Minutes of the Special Meeting of September 2,1975, was waived and they were approved as mailed, on the unanimously carried (7-0) motion of Commissioner Garthe, seconded by Commissioner Ward. . . Resolution 75-5, A RESOLUTION AUTHORIZING SECTION 8 ANNUAL CONTRIBUTIONS CONTRACT NO. SF-503 AND PROVIDING FOR A GENERAL DEPOSITARY AGREEMENT FOR FUNDS TO BE REQUISITIONED PUR- SUANT TO SAID CONTRACT, was read by title only and full reading was waived on the unanimously approved motion of Commissioner Ward, seconded by Commissioner Bricken; it was adopted on motion of Commissioner Ward, seconded by Commissioner Bricken, and carried on the following roll call vote: COMMUNICA TIONS RESOLUTION 75-5 ANNUAL CONTRIBUTIONS CONTRACT GENERAL DEPOSITARY AGREEMENT 8 AYES: NOES: Ward, Bricken, Ortiz, Yamamoto, Garthe Brand t, Evans ABSENT: None . The Housing Authority Programs status report dated September 9, and the Trial Balances for the Housing Assistance Payments Program (HAP) and the Section 23, Leased Housing Program for the month ending August 31, 1975 were received and filed on motion of Commissioner Ortiz, seconded by Commissioner Garthe and carried with Commissioners Evans and Brandt dissenting. MINUTES HOUSING AUTHORITY -2- September 15, 1975 The Executive Director presented his report, dated September 12,1975 summarizing the various methods of financing available under the Revised Section 23 and Section 8 Housing Programs for the Senior Citizens Housing Project, based on the findings and recommendations of the financial con- sultant, Mr. Thomas Safran. SENIOR CITIZENS HOUSING PROJECT Mr. Safran addressed the Authority and strongly recommended that they request the Senior Citizens Housing developer to change from the Section 23 (Revised) to the Section 8 Program because it allows for all methods of financing and for an increase in rent; and that they request the developer to utilize combined FHA insured 22l-D-4 and bond financing for the insurance benefit and expeditious processing. The following motion by Commissioner Bricken, seconded by Com- missioner Ward, carried with Commissioners Brandt, Evans, and Garthe dissenting: Direct the developer to make joint application with the Housing Authority staff to HUD for the conversion of the Senior Citizens Housing Project from Section 23 (Revised) to the Section 8 Housing Program without restricting the type of financing to be used. Direct Housing Authority staff and the developer to proceed with application for FHA insured 22l-D-4 financing and to investigate the possibility of combined bonding and 22l-D-4 financing. Direct Housing Authority staff to recommend suitable firms to act as a fiscal agent or a bond underwriter, from which firms the Rousing Authority Commissioners can make a selection for this purpose. The firm of Rutan and Tucker was selected as bond counsel for the Senior Citizens Housing financing program, on the unani- mously carried (7-0) motion of Commissioner Garthe, seconded by Commissioner Evans.
