MINUTES HOUSING AUTHORITY OF THE CITY OF SANTA ANA, CALIFORNIA November 17, 1975 The Regular Meeting of the Housing Authority of the City of Santa Ana was called to order at 3:10 P.M., by Chairman Harry K. Yamamoto, in the Council Chambers, 22 Civic Center Plaza, Santa Ana. The following members of the Authority responded to the roll call: Present Absent Gordon Bricken David F. Ortiz John Garthe Vernon S. Evans David L. Brandt James E. Ward Harry K. Yamamoto, None Chairman The following persons were also present: Peter Grams, Community Relations Assistant Keith L. Gow, City Attorney Bruce C. Spragg, City Manager Florence I. Malone, Recording Secretary Representatives of the Press MINUTES The full reading of the Minutes of the Regular Meeting of were approved as mailed, of Commissioner Ward, September 15, 1975, was waived and they on the unanimously carried (7-0) motion seconded by Commissioner Evans. BILLS AND COMMUNICATIONS Nothing to report. REPORT OF DIRECTOR On motion of Commissioner Evans, seconded by Commissioner Garthe and carried unanimously filed. the following documents were received and 1. Monthly Report for Section 23 (Leased Housing) indicating that 95 of the 100 authorized units were under lease as of November 1, 1975. 2. October, 1975 Trial Balance Report for the Section 23, Leased Housing Program, indicating a balance of $561,078.60. 3. Monthly Report for Revised Section 23 Program (Leased Units), indicating that 99 of the 300 eligibility Certificates authorized were issued as of November 1, 1975 and that 45 tenants occupy a home or an apartment unit under the Program. 4. October, 1975 Trial Balance Report for Revised Section 23, Housing Assistance Payments Program (HAP), indicating a balance of $116,295.30. '-,> r . . 8 .8 . . ,. . Monthly Report for Section 8 Program (Existing Units), indicating that as of November 1, 1975, of the 150 eligibility Certificates authorized, 47 have been issued; and that these 47 represent the "Very -low income" classification established by HUD; and that seven families have obtained housing under the Program. Section 8 Annual Contribution Contract (ACC) issued by the Department of Housing and Urban Development (HUD), executed October 7, 1975. 6. The Directors Report on the 200 Additional Senior Citizen Housing Units (new construction) available to the Santa Ana Housing Authority was received and filed and staff was directed to continue discussions with HUD to obtain more information about additional (new construction) housing units that may be available for Santa Ana, on the unanimously approved motion of Commissioner Evans, seconded by Commissioner Garthe, Prior to the Commission action, Mr. Peter Grams stated that the 200 additional units are available to the City by virtue of the ballot measure approved on November 5, 1974 which authorized the City to construct and own senior citizens housing; that senior citizens would be eligible for $763,000 annually in housing subsidy assistance, owned and operated by the Housing Authority and probably built under contract to the lowest responsible bidder; and that the 200 units could be dispersed throughout the City if that proved to be economically feasible.
