MINUTES HOUSING AUTHORITY OF THE CITY OF SANTA ANA, CALIFORNIA December 15, 1975 The Regular Meeting of the Housing Authority of the City of Santa Ana was called to order at 2:00 P.M" by Chairman Harry K. Yamamoto, in the Council Chambers, 22 Civic Center Plaza, Santa Ana. The following members of the Authority responded to the roll call: Present Absent Gordon Bricken David F. Ortiz John Garthe Vernon S, Evans David L. Brandt James E. Ward. Harry K. Yamamoto, None Chairman RECESS The Authority recessed at 2:02 P.M., and reconvened at 2:05 P.M., with the following staff members present: Manuel Rede, Executive Director-Secretary Keith L. Gow, City Attorney Bruce C. Spragg, City Manager Florence I. Malone, Recording Secretary Representatives of the Press The full reading of the Minutes of the Regular Meetings of October 20, 1975 and November 17, 1975, was waived and they were approved as mailed, on the unanimously carried (7-0) motion of Commissioner Evans, seconded by Commissioner Ward, MINUTES BILLS AND COMMUNICATIONS Nothing to report. REPORT OF DIRECTOR On motion of Com- missioner Ward, seconded by Com- missioner Bricken, following documents with Commissioner Evans dissenting the were received and filed: 1. The Monthly Status Report for the Section 8 Program (Existing Units), indicating that as of December 1, 1975, of the 150 eligibility certificates authorized by HUD, 72 certificates have been issued, 69 for the Very-Low Income and 3 for Lower Income; and that a total of 20 units are under lease. 2. November, 1975 Trial Balance Report for the Section 8 - Housing Assistance Payments Program (HAP), indicating a balance of $43,173.00. . . . . . . MINUTES HOUSING AUTHORITY - 2- December 15, 1975 3. Monthly Report for Section 23 Leased Housing (Existing Units), indicating that 91 of the 100 authorized units were under lease as of December 1, 1975 and that 86 are occupied by tenants. 4. November 30, 1975, Trial Balance Report and Budget Estimate Worksheet for Section 23 Leased Housing Program, indicating a balance of $553,923.23. 5. Auditor's Biannual Report for the 27-month period ending June 30, 1975; Kenneth M. Beam, Certified Public Accountant from the firm of Guill, Blankenbaker and Lawson, gave an oral presentation of the findings of the audit and complimented the Authority staff on the quality of its work. 6. Monthly Report for Revised Section 23 - Housing Assistance Payment Program (HAP), indicating that 45 of the 50 units authorized by HUD were under lease and occupied by tenants as of December 1, 1975; that 250 units of the 300 previously allocated under Revised Section 23 Program are in the process of conversion by HUD to Section 8; and that as of December 1, ]975, 99 certificates have been issued and 45 tenants occupy a home or an apartment uni t. 7. November 30, 1975, Trial Balance Report and Budget Estimate Worksheet for Revised Section 23 - Housing Assistance Payments Program (HAP), indicating a balance of $114,891.30. The Director presented three map overlays of the geographical dispersements of leased housing throughout the City of Santa Ana, indicating a good distribution pattern.
