MINUTES HOUSING AUTHORITY OF THE CITY OF SANTA ANA, CALIFORNIA May 17, 1976 The Regular Meeting of the Housing Authority of the City of Santa Ana was called to order at 2:40 P.M., by Chairman Harry K. Yamamoto, in the Council Chambers, 22 Civic Center Plaza, Santa Ana. The following members of the Authority responded to the roll call: Present Absent Gordon Bricken David F. Ortiz John Garthe David L. Brandt James E. Ward Harry K. Yamamoto, Vernon S. Evans Chairman The following persons were also present: Manuel Rede, Executive Director-Secretary Keith L. Gow, City Attorney Bruce C. Spragg, City Manager Florence I. Malone, Recording Secretary Representative of the Press MINUTES The full reading of the minutes of the Regular Meeting of and they were approved as mailed on Garthe, seconded by Commissioner Ward. April 19, 1976, was waived the motion of Commissioner BILLS AND COMMUNICATIONS Nothing to report. On motion of Com~ missioner Ward, seconded by Com- missioner Bricken, and carried (6-0) the following documents were received and filed: REPORT OF DIRECTOR 1. The Monthly Report for the Section 23 - Leased Housing (Existing Units), indicating that 80 of the 100 authorized units were under lease as of May 1, 1976 and that 80 are occupied by tenants. April 30, 1976, Trial Balance for the Section 23 Leased Housing Program, indicating a balance of $598,756.19. 2. 3. The Monthly Report for the Revised Section 23 Housing Assistance Payment Program (HAP), indicating that 48 of the 50 units authorized by HUD were under lease and occupied by tenants as of May 1, 1976; and that as of May 1, 1976, 110 certificates have been issued. 4. April 30, 1976, Trial Balance for Revised Section 23 - Housing Assistance Payments Program (HAP) indicating a balance of $118,839.00. " . , . . . . . . MINUTES HOUSING AUTHORITY - 2- May17,1976 5. The Monthly Report for the Section 8 Program (Existing Units), indicating that a total of 125 units of the 150 authorized by HUD were under lease as of May 1, 1976, and that during the month of April 20 certificates have been issued. 6. April 30, 1976, Trial Balance for the Section 8 - Housing Assistance Payments Program (HAP) indicating a balance of $149,068.56. On motion of Commissioner Ward, seconded by Commissioner Bricken and carried unanimously (6-0) the Executive Director's staff report dated May 12, 1976, regarding Staff Costs as Compared to the Total Budget of Various Housing Programs, was received and filed. A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA APPROVING AND AUTHORIZING EXECUTION OF SECTION 23 HOUSING ASSISTANCE PAYMENTS PROGRAM ANNUAL CONTRIBUTIONS CONTRACT PART I FOR NEW CONSTRUCTION PROJECT NO. CA-093-003 (SANTA ANA TOWERS) PROVIDING FOR THE INCORPORATION OF SAID PART I INTO SECTION 23 ANNUAL CONTRIBUTIONS CONTRACT NO. SF- 492 AND PROVIDING FOR A GENERAL DEPOSITARY AGREEMENT FOR FUNDS TO BE REQUISITIONED PUR- SUANT TO SAID CONTRACT, was read by title only and full reading was waived on the unanimously approved motion of Commissioner Ward, seconded by Commissioner Bricken and carried (6-0) on the following roll call vote: RESOLUTION NO. 76-3 AYES: NOES: Ward, Bricken, Ortiz, Yamamoto, Garthe, Brandt None ABSENT: Evans REPORTS OF COMMITTEES Nothing to report. UNFINISHED BUSINESS Nothing to report. The Executive Director submitted a letter he had received from the Department of Housing and Urban Development (HUD) dated May 10, 1976. The letter stated that there are 800 additional leased units of housing available for Orange County. The Executive Director pointed out the fact, that if the Housing Authority wanted to apply for any additional units, the application must be sub- mitted to HUD by June 11, 1976; and that he would recommend an application for 150-200 more units based on present demand. NEW BUSINESS Following discussion, the City Manager suggested that staff check with other Orange County cities to find out whether or not they intend to apply to HUD for any units and then submit a report to the Authority at the next Regular City Council meeting of June 7, 1976. On motion of Commissioner Ward, seconded by Commissioner Bricken the Authority received and filed the letter received from HUD. , ~ . , . . . .
