HomeMy WebLinkAbout03-23-1976MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA March 23, 1976 The meeting was called to order at 5:00 P.M. by Mayor John Garthe in the City Council Chambers, 22 Civic Center Plaza. The following Council members were present: David F. Ortiz, Harry K. Yamamoto, Vernon S. Evans, David L. Brandt, James E. Ward and Mayor John Garthe. Councilman Gordon Bricken arrived at 5:15 P.M. during the meeting of the Community Redevelopment Agency. Also present were City Manager Bruce C. Spragg~ City Attorney Keith L. Gow~ Director of Public Works John Stevens, Police Chief Raymond C. Davis, Executive Director for Redevelopment Richard Goblirsch, Fire Chief Eugene Judd and Clerk of the Council Florence I. Malone. RECESS Council recessed to convene REDEVELOPMENT AGENCY the Special Meeting of the Community Redevelopment Agency at 5:02 P.M., and reconvened at 6:50 P.M. with all Council members present. BID CALLS On the unanimously carried SPEC. 76-009 ~ 76-010 (7:0) motion of Councilman APPROVED Evans, seconded by Council- man Brandt, Council approved plans and specifications and authorized advertisement for bids on the following: SPEC. 76-009 - Safety Conversion Equipment for Fire Department required by OSHA. SPEC. 76-010 - Replace apparatus doors at Fire Station #5 and repair apparatus door at Fire Station #1. CA 89 AGREEMENT FIRE STATION #4 The following Agreement ARCHITECTURAL SERVICES was approved and its APPROVED execution by the Mayor and Clerk was authorized on the unanimously (7:0) carried motion of Councilman Evans, seconded by Councilman Brandt: ARCHITECTURAL SERVICES - Between City and Hippe & Randell for Fire Station #4 to be constructed at Flower Street and Glenwood Place. A-76-27 HIRING MORATORIUM EXEMPTION The following Police Depart- POLICE DEPARTMENT ment positions were exempted APPROVED from the hiring moratorium on the approved motion (6:1) of Councilman Brandt, seconded by Councilman Yamamoto, with Councilman Evans dissenting: Police Officers - Team Policing Word-Processing Clerk Typists Police Service Officer Emergency Services Dispatcher CITY COUNCIL MINUTES 119 MARCH 23, 1976 Prior to the motion, Police Chief Raymond Davis, quoting from his report on the subject dated March 19, 1976, stated that the Police Department will average 1 - 2 police officer vacancies per month; that the Team Policing Program since December 1, 1975 has effected a sixteen per cent reduction in burglary and twelve per cent reduction in major crimes; that this is a critical staffing period because of community meetings on the Program; and the need to keep officers in their own Team Policing areas. CA 50 BICENTENNIAL OLYMPICS Council authorized the USE OF CITY EMBLEMS issuance of sixteen City AUTHORIZED Seal Emblems to be sewn on T-shirts to be worn by the City's contestants in the "Almost Anything Goes" Bicentennial Olympics scheduled at Huntington Beach High School Stadium on Saturday, March 27, on the unanimously approved motion (7:0) of Councilman Ward, seconded by Councilman Evans. The request for the emblems came from Gene Moriarty, Chairman of the Santa Aha Bicentennial Commission, in his letter dated March 17, 1976. CA 80.12 SCAG COMMITTEES Council approved the APPOINTMENTS reappointment of the APPROVED following Councilmen to the Southern California Association of Governments Committees, on the unanimously approved motion (7:0) of Councilman Ward, seconded by Councilman Evans: Transportation ~ Utilities - David Brandt Delegate, James Ward Alternate; Community & Economic Development - Vernon Evans Environmental Quality & Resource Conservation Gordon Bricken Human Services - Harry Yamamoto Resolutions - Vernon Evans CA 80.1 CA 141 ADJOURNMENT by Councilman Ward.
