MINUTES
HOUSING AUTHORITY OF THE
CITY OF SANTA ANA, CALIFORNIA
AUGUST 29, 1978
The adjourned regular meeting of the Housing Authority of the City of
Santa Ana was called to order at 5:10 p.m., by Vice Chairman Gordon
Bricken in the absence of Chairman David F. Ortiz, in the City Council
Chambers, 22 Civic Center Plaza, Santa Ana.

The full reading of
Minutes of the Adjourned
Regular Meeting of August 29,1978 was waived and they were approved
as mailed on the unanimously carried 6:0 motion of Commissioner Ward,
seconded by Commissioner Brandt.
The monthly report for
the Section 8 Rental
Assistance Payments
Program dated August 22,
1978 indicating that 405
of the 450 units authorized by the Department of Housing and Urban De-
velopment (HUD) were under lease as of August 1, 1978, was received
and filed on the unanimously carried 6:0 motion of Commissioner Evans,
seconded by Commissioner Brandt.

As recommended in the re-
port dated August 22,1978,
prepared by Peter A. Grams,
approval of staff and Advisory
Commission efforts to gain
media attention to Housing Programs for Seniors in Santa Ana was approved.
The report indicated that a TV documentary that had aired on KABC-TV on
August 14, 1978 dealt with a comparison of how senior citizens were cared
for by government programs and actions in the United States and in foreign
countries, especially European nations.

MEDIA COVERAGE - SANTA ANA
HOUSING PROGRAMS FOR SENIOR
CITIZENS
The comparison showed U.S. Government programs lacking in the sensitivity
and substance while European programs provided a much fuller attention to
basic health and housing needs of the elderly population. The Commissioners
of the Housing Advisory Commission were of the unanimous opinion that while
this comparison might be true of larger urban centers, it was not true of
Santa Ana.
Staff recommended that if the Commissioners of the Santa Ana Housing
Authority would want to follow up on this request, one initial step
could be that the Public Information Officer review the situation and
advise the Advisory Commission and the Housing Authority on further
steps to bring the matter to the attention of the media.

Peter A. Grams, Community Relations Director, stated that he also felt
that a media coverage was needed to show the public that Santa Ana was
not one of those insensitive centers and his written report was to let
the Santa Ana Housing Authority Commission know how the Commissioners
of the Santa Ana Housing Advisory Commission felt about the documentary
that had aired on KABC-TV on August 14,1978. Commissioner Evans moved
the approval; the motion was seconded by Commissioner Ward and carried
unanimously 6:0.
ADJOURNMENT At 5:15 p.m., the meeting
was adjourned on the unani-
mously carried 6:0 motion of Commissioner Evans, seconded by Commissioner
Ward.
