MINUTES HOUSING AUTHORITY OF THE CITY OF SANTA ANA, CALIFORNIA October 25, 1977 The Regular Meeting of the Housing Authority of the City of Santa Ana was called to order at 5:05 P.M., by Chairman David F. Ortiz in the City Council Chambers, 22 Civic Center Plaza, Santa Ana. Roll Call was as follows: Present Absent Gordon Bricken Harry K. Yamamoto Vernon S. Evans John Garthe David L. Brandt James E. Ward David F. Ortiz, Chairman None The following persons were also present: Bruce C. Spragg, City Manager Keith L. Gow, City Attorney Manuel Rede, Executive Director-Secretary Florence I. Malone, Recording Secretary Representatives of the Press MINUTES APPROVED The full reading of the Minutes of the Regular Meetings of September 19 and October 3, 1977, was waived and they were approved as mailed on the unanimously carried motion 7:0 of Commissioner Evans, seconded by Commissioner Garthe. BILLS AND COMMUNICATIONS HUD COMMUNICATION RECEIVED AND FILED A Notice of Increase to Fair Market Rents for three and four bedroom units dated October 12, 1977, from the Department of Housing and Urban Develop- ment (HUD), was received and filed on motion of Commissioner Evans, seconded by Commissioner Bricken (7:0). The motion to waive full reading of all resolutions and to consider by title only was approved on motion of Commissioner Evans, seconded by Commissioner Garthe (7:0). REPORT OF SECRETARY SECTION 8 RENTAL 8.. ASSISTANCE PAYMENTS PROGRAM .., RECEIVED AND FILED . The Monthly report for the Section 8 Rental Assistance Payments Program, dated October 13, 1977, indicating that 323 of the 470 units authorized by the Department of Housing and Urban Development (HUD) were under lease as of October 1, 1977, was received and filed on the unanimously carried 7:0 motion of Commissioner Evans, seconded by Commissioner Brandt. --- The Conversion of Senior Housing Project (Santa Ana Towers) from Section 23 (Revised) Program to Section 8 motion of Commissioner Bricken, seconded by unanimously carried 7:0. CONVERSION OF SENIOR HOUSING PROJECT (SANTA ANA TOWERS) FROM SECTION 23 TO SECTION 8 PROGRAM APPROVED Program was approved on Commissioner Brandt and , OJ. MINUTES HOUSING AUTHORITY - 2- October 25, 1977 . A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA AUTHORIZING EXECUTION OF SECTION 8 HOUSING ASSISTANCE PAYMENTS PROGRAM ANNUAL CONTRIBUTIONS CONTRACT PART I FOR NEW CONSTRUCTION PROJECT NO. CA16-8023-054 PROVIDING FOR THE INCORPORATION OF SAID PART I INTO MASTER SECTION 8 ANNUAL CONTRIBUTIONS CONTRACT NO. SF-503 AND PROVIDING FOR A GENERAL DEPOSITARY AGREEMENT FOR FUNDS . . TO BE REQUISITIONED PURSUANT TO SAID CONTRACT AND AUTHORIZING THE EXECUTION OF A LETTER AGREEMENT TERMINATING SECTION 23 HOUSING ASSISTANCE PAYMENTS PROGRAM MASTER ANNUAL CONTRIBUTIONS CONTRACT NO. SF-492 was adopted on motion of Commissioner Bricken, seconded by Commissioner Brandt and unanimously carried 7:0. RESOLTUION NO. 77-4 ADOPTED --- A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ANA AUTHORIZING THE EXECUTION OF SECTION 8 HOUSING ASSISTANCE PAYMENTS PROGRAM; AGREEMENT TO ENTER INTO HOUSING ASSISTANCE PAYMENTS CONTRACT FOR PRIVATE-OWNER/PHA PROJECT NO. CA16-8023-054 AND LETTER AGREEMENT TERMINATING AGREEMENT TO ENTER INTO HOUSING ASSISTANCE PAYMENTS CONTRACT FOR PROJECT NO. CA-093-003 was adopted on motion of Commissioner Evans, seconded by Commissioner Garthe and unanimously carried 7:0. RESOLUTION NO. 77-5 ADOPTED . HOME REHABILITATION LOAN PROGRAM - PROMISSORY NOTE APPROVED The Home Rehabilitation Loan Program - Promissory Note with the United California Bank was approved and its execution authorized by the Chairman and Executive Director-Secretary on motion of Commissioner Ward, seconded by Commissioner Bricken, and carried 6:1, with Commissioner Evans dissenting.
