MINUTES HOUSING AUTHORITY OF THE CITY OF SANTA ANA, CALIFORNIA December 27, 1977 The Regular Meeting of the Housing Authority of the City of Santa Ana was called to order at 5:26 P.M. by Chairman David F. Ortiz, in the City Council Chambers, 22 Civic Center Plaza, Santa Ana. Present Absent Harry K. Yamamoto David L. Brandt Gordon Bricken James E. Ward David F. Ortiz, Chairman John Garthe Vernon S. Evans The following persons were also present: Bruce C. Spragg, City Manager Edward J. Cooper, Assistant City Attorney Patricia E. Rice, Assistant Recording Secretary A representative of the Press MINUTES APPROVED The full reading of the Minutes of the Regular Meeting of November 22, and the Regular Meeting of November 29, 1977 was waived, and approved as mailed, on the unanimously carried 5:0 Commissioner Bricken, seconded by Commissioner Brandt. --- Adjourned they were motion of BILLS AND COMMUNICATIONS Nothing to report. The monthly report for the Section 8 Rental Assistance Payments Program, dated December 20, 1977, indicating that 336 of the 470 units authorized by the Department of Housing and Urban Development (HUD) were under lease as of December 1, 1977, was received and filed on the unanimously carried 5:0 motion of Commissioner Brandt, seconded by Commissioner Ward. REPORT OF SECRETARY SECTION 8 RENTAL ASSISTANCE PAYMENTS PROGRAM RECEIVED AND FILED Commissioner Brandt's motion to receive and file the Cooperative Agreement for the After-Care Housing Program (Section 8 Housing Assistance for Handicapped Adults) as drafted by the Orange County Housing Authority, and decline participation; to approve a limited and indirect participation for Santa Ana residents in the County Program; and to authorize the Chairman to forward a letter of this intent to the Orange County Housing Authority; was seconded by Commissioner Ward. Following discussion the motion was amended by maker, with the consent of the second, to substitute "Not Approve" for "Receive and File", and to include Commissioner Ward's suggestion that the Chairman be authorized to send a letter to legislators ex- pressing the Agency's objections to the Program. MINUTES HOUSING AUTHORITY - 2- December 27, 1977 The general consensus of the Agency as summarized by Commissioner Bricken was that while the objective is a good one, and one which the City and the Agency approve, the Agency is concerned that too much money will be siphoned off for administration before getting to the participants it is designed to benefit.
