HOUSING AUTHORITY OF THE
CITY OF SANTA ANA, CALIFORNIA
AUGUST 6, 1979
4Ithe regular meeting of the Housing Authority of the City of Santa Ana was called to
order at 2:10 p.m.by Chairman Robert W. Luxembourger in the City Council Chambers.

MINUTES The minutes of the July 2, 1979
APPROVED Regular Meeting were unanimously
approved 6:0 on the MOTION of
Commissioner Ward, seconded by Commissioner Serrato.
Commissioners expressed concern over
the concentration of low-income housing
in certain areas of the City, and the
need for additional housing on the free
market. Following discussion, MOTION
was made by Commissioner Ward, seconded by Commissioner Luxembourger, to authorize the
Chairman of the Housing Authority to write a letter of protest. After further discussion,
the amendment to the MOTION that the letter of protest state that unless the issues
surrounding zoning, neighborhood compatibility, and other planning matters were not re-
solved to the City's satisfaction, HUD could consider the City's action on the matter as a
protest FAILED on a 3:4 vote.
Staff indicated the City's response to HUD on the construction project must be made by
~gust 9, 1979. MOTION was then made by Commissioner Griset, seconded by Commissioner
~errato, to receive and file the letter dated July 9,1979, from the U.S. Department
of Housing & Urban Development regarding new construction of 54 housing units under the
Section 8 Housing Assistance Payments Program. The MOTION carried on a 6:1 vote.

1. Adopt the amended Housing Authority FY 1979-80 Budget as approved by HUD
2. Authorize inclusion of 20% of the Executive Director's salary in the amended
budget.
3. Delete one Account Clerk I from the FY 1979-80 Housing Authority Budget and
add one Assistant Housing Coordinator to the FY 1979-80 Housing Authority
Budget.
4. Delete one Typist Clerk II from the FY 1979-80 Housing Authority Budget and
add one Steno Clerk I to the FY 1979-80 Housing Authority Budget.

NEW BUSINESS:
AMENDED FY 1979-80 BUDGET
HOUSING AUTHORITY
APPROVED
MOTION was made by Commissioner
Serrato, seconded by Commissioner
Ward, to continue to September 4,
1979, the preliminary boundary
designation for the Marks-Foran bond program and the appointment of a Citizens
Advisory Board. The motion carried unanimously 7:0.
