The Regular Meeting of the Housing Authority of the City of Santa Ana was called to order at 2;12 p,m., by Chairman Robert W. Luxembourger in the City Council Chambers, 22 Civic Center Plaza, Santa Ana. California, After the pledge to the Flag, roll was called: PRESENT Robert W. Acting Recording Secretary MINUTES The Minutes of the September 4, 1979 APPROVED Regular Meeting were unanimously approved 6;0 on the Motion of Commissioner Ward, seconded by Commissioner Bricken. MONTHLY REPORT SECTION 8 HOUSING ASSISTANCE PAYMENTS PROGRAM RECEIVE AND FILE The Monthly Section 8 Report was received and filed on a MOTION by Commissioner 'Ward and seconded by Commissioner Markel. The motion carried unanimously 7:0 with no : discussion. NEW BUSINESS: GRJEVANCE AND.TERM1NATJON PROCEDURED . The Commissioners pursued a lengthy discussion about the panel composition for formal hearings. Commissioner Ward stated that he felt the hearing panel should be composed solely of Santa Ana residents. He further recommended that membership be drawn exclusively from the city's Housing Advisory Commission due to it's familiarity with city housing programs and needs, Commissioner Bricken further supported Commiss~oner Ward's position, adding that he felt that the Commission should make a statement that Satna Ana citizens can take care of their own affairs. In response to Chairman Luxembourger's request for staff comment, Mr, Goblirsch stated that staff is concerned that the panel be tenant related so as to insure impartiality in hearing the tenant's side of the complaint, and that panel members be available during the working day to convene. Staff has experienced problems~in the pa~t and feels that it would be difficult to get three members of the Housing Advisory Commission together during the day to hold a hearing. Commissioner Griset suggested that the grievance procedure items be continued to allow the Commission to study the ramif~cations of the hearing panel. ) ] following further discussion. a MOTION was made by Commissioner Ward. seconded by Commissioner Bricken to adopt the Grievance and Termination Procedures with the exception that the panel consist of three (3) members of the Housing Advisory Commission. MOTION approved on a 7:0 roll call vote. REHABILITATION LOAN PROGRAM . The Commission reviewed a staff request to execute a promissory note in the amount of $100,000 for continuation of loan activity in the housing rehabilitation program. This program is jointly ooerated by the City and United California Bank. As of September 30, 1979, $434,000 has been committed to loans for rehabilitation purposes. The loan fund at that time had a maximum of $500,000 for such loans. The additional promissory note would provide for continued loan activity beyond that limit, up to $500,000. After some discussion, a MOTION was made by Commissioner Bricken, seconded by Commissioner Ward, approved 7:0. ORAL COMMUNICATIONS . Commissioner Markel expressed concern over the units of the Housing Replacement Program. which are being placed on lots at 2101 S. Flower Street. Chairman Luxembourger asked Richard E. Goblirsch, Executive Director of Redevelopment/Housing, to prepare a report for the Commission listing the completion dates for the houses on South Flower and for removal of the balance of the units from the parking lot.
