HomeMy WebLinkAbout08-30-1976MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA August 50, 1976 The meeting was called to order at 11:05 A.M., in Room 851, City Hall, 20 Civic Center Plaza, by Mayor John Garthe, proper notice and posting having been given by the Clerk of the Council. The following Council members were present: Gordon Bricken, Harry K. Yamamoto, Vernon S. Evans, David L. Brandt and Mayor John Garthe. Councilman David F. Ortiz arrived at 11:12 A.M., and Councilman James E. Ward was absent. The following members of Staff were present: City Manager Bruce C. Spragg, City Attorney Keith L. Gow, Executive Director Community Services Manuel Rede, Director of Recreation and Parks Robert Gresham and Clerk of the Council Florence I. Malone. LIONBTTES SOFTBALL CLUB Councilman Bricken SUPPLEMENTAL AGREEMENT moved to approve an APPROVED agreement with the Lionettes Softball Club, Inc., that would also be supplemental to the City's present agreement with Edward D. Goldstein, dated January 20, 1976, to provide that the Lionettes shall be relieved of the obligation to reinstall the turf and shall on specific agreed-upon dates continue to play their softball games on the existing configuration (brick dust) of the Municipal Bowl field until the completion of the post-season games; and further that the $6,400 Letter of Credit issued to guarantee resodding of the field be assigned to the City for improvement of the stadium and reimbursement to the Santa Aha Unified School District for undue damage to uniforms resulting from high school football games played on a skinned field instead of a sodded field. The motion was seconded by Councilman Brandt, and carried (4:2), with Councilmen Evans and Yamamoto dissenting. Prior to the motion, Robert Gresham, Director of Recreation and Parks, stated that there was no problem with the scheduled dates of the high school games, but that School District staff was opposed to playing on the brick-dust or skinned field because of uniform laundering problems and costs and increased potential injuries; that under the terms of the current agreement with the Lionettes, the field is scheduled for resodding on August 50 and 31; and that City Staff is recom- mending an amendment to the Lionettes agreement to delete the resodding provision and to provide for additional play- off and World Cup playing dates in the Bowl. Mr. Pickett Scott, representing the Lionettes, stated that the City Staff had agreed to use of the Bowl for certain playoff and World Cup dates that would not conflict with the football schedule; that based on the Staff commitment, substitute playing locations were not pursued and, at this time, are not available; and that a minimum of five days lead time is required for resodding. Councilmen Evans and Brandt commented that there had been no official action by the School Board regarding the supplemen- tal agreement with the Lionettes. CITY COUNCIL MINUTES 529 AUGUST 50, 1976 The consensus was that there would not be enough time prior to the football games to establish the grass growth the School District desires, but Councilmen Evans and Yamamoto stated they would honor the existing contract, which calls for re- sodding on August 50 and 51. CA 52.8 A-76-84 MUNICIPAL BOWL Staff was instructed DEVELOPMENT PROGRAM to prepare a program ORDERED plan for the develop- ment of the Municipal Bowl, and an organizational structure to support the opera- tion of the program; to submit the plan to the Board of Recrea- tion and Parks for its recommendation; and to submit the package to Council for app=oval; on the unanimously carried (6:0) motion of Councilman Bricken, seconded by Councilman Brandt.
