civic Center Plaza, Santa Ana, California. Authority Members present were John
Acosta, Dan Griset, Rick NOrton, Miguel Pulido, am Rebert L. Richardson.
Authority Member McQÛgan was absent. Also present were City Manager David N.
Ream, City Attorney Fdward J. Cooper, am Clerk of the Council Janice c. Guy.
