OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA
April 12, 1977
The meeting was called to order at 5:00 P.M. in the Council
Chambers, 22 Civic Center Plaza, by Mayor John Garthe. The
following Councilmen were present: Gordon Bricken, David F.
Ortiz, Harry K. Yamamoto, Vernon S. Evans, David L. Brandt,
James E. Ward and Mayor John Garthe. Also present were City
Manager Bruce C. Spragg, City Attorney Keith L. Gow, and
Clerk of the Council Florence I. Malone; and representatives
of the Press.

duced Rosie Pena, Direc-
tor of Relampago del
Cielo, a Folklorico
Group from Santa Ana. Members of the group entertained the
audience with portions of a Mexican historical music and dance
program that will be presented at the Santa Ana High School
on April 30, at ?:30 P.M. Following the performance, Council-
man Ortiz introduced Messrs. Manuel Bsqueda and Sergio O'Cadiz,

which was completed on
election results as follows:
Councilman Gordon Bricken, elected by a total of 4,841
votes, representing Ward 1, for a term ending April, 1981.
Councilman James E. Ward, elected by a total of 4,596
votes, representing Ward 3, for a term ending April, 1981.
Councilman John Garthe, elected by a total of 4,71S votes,
representing Ward 5, for a term ending April, 1981.
Councilman Harry K. Yamamoto, elected by a total of 5,189
votes, representing Ward 7, for a term ending April, 1981.
The Charter Amendment to allow for the consolidation of
municipal elections with other elections, and to prescribe
an election date earlier than the first Tuesday in April
to facilitate such consolidation, was approved with
5,668 votes in favor and 865 votes against the measure.
The total number of ballots cast was 7,903, representing 12-1/2%
of the total number of registered voters, 62,381. CA 68

was read by title only, and full reading waived, on the
unanimously approved 7:0 motion of Councilman Evans, seconded
by Councilman Brandt. The resolution was adopted on the
unanimously approved 7:0 motion of Councilman Ortiz, seconded

Vernon S. Evans was
nominated for the office of Mayor by Councilman Brandt, seconded
by Councilman Ortiz. There were no further nominations, and
they were closed on motion of Councilman Bricken, seconded by
Councilman Ward.
Councilman Vernon S. Evans was elected Mayor by unanimous ballot.

REFLECTIONS BY In response to Mayor
FORMER MAYOR GARTHE Evans' invitation,
Councilman Garthe
commented that in his
opinion the Mayor's Prayer Breakfasts for the last two years
were outstanding, and he thanked the Citizens Committees. He
also stated that the Citizens Award Banquet was a very positive
community achievement, and he recommended that it be held on a
regular basis. He gratefully acknowledged the staff support
he had received, and paid tribute to his reelection campaign
committee for their strong support and hard work while express-
ing disappointment at the low voter turnout on election day.
He paid a special tribute to Director of Finance Larry Shaffer
for his acknowledged expertise and competence as a department
head, and for his amiable personality. Finally, the former
Mayor thanked the City Council for their support during his
term of office.

seconded by Councilman Bricken.

Councilman Gordon Bricken's name was placed in nomination by
Councilman Yamamoto. Prior to receiving a second, Councilman
Bricken declined the nomination, stating that he could not
serve at this time and meet his other commitments.
There were no further nominations, and they were closed on the
unanimously approved 7:0 motion of Councilman Bricken, seconded
by Councilman Brandt.
Councilman James E. Ward was elected Vice Mayor by unanimous
ballot. CA 80
ORANGE COUNTY SANITATION DISTRICTS On the motion of Council-
APPOINTMENTS man Brandt, seconded by
Councilman Bricken, and
carried 7:0 unanimously,
Councilman John Garthe was appointed as Director to Orange County
Sanitation Districts 2 and 3 and Alternate Director to Districts
1 and 7; Mayor Vernon S. Evans was appointed as Director to
Orange County Sanitation Districts 1 and 7 and Alternate Director
to Districts 2 and 3. CA 39

ORANGE COUNTY DIVISION Councilman Brandt
LEAGUE OF CALIFORNIA CITIES reported that the
PROPORTIONAL VOTING State of California
Cities League Charter
prohibits proportional voting at the division level; and that
Committee of the Orange County Division of which he is
a member plans to recommend to the membership that the sub-
ject be withdrawn from consideration because of the Charter
restriction.
The City Attorney was directed to prepare a resolution for
presentation to the Orange County Division of the League,
recommending that the State League by-laws be amended to allow
for proportional voting at the Division level on the unanimously
approved 7:0 motion of Councilman Brandt, seconded by Council-
man Garthe. CA 148.1

TRIBUTE TO MAYOR GARTHE Councilman Bricken
1975 - 1977 expressed his
gratitude for the
leadership provided
during the past two years by former Mayor Garthe. He stated
that it was the kind of leadership that made the job of
Councilman easier and the community better; that it serves
as living proof that a dedicated and persevering individual
can meet the challenges of change that we face, and
do it well with a great degree of vigor and wisdom; and that
this City would be far poorer had John Garthe not been the
Mayor, and it is far richer that he has been. CA 80
