CITY OF SANTA ANA, CALIFORNIA
April 18, 1977
The meeting was called to order at 2:00 P.M. by Mayor Vernon S.
Evans in the City Council Chambers, 22 Civic Center Plaza.
The following Council members were present: Gordon Bricken,
David F. Ortiz, Harry K. Yamamoto, John Garthe, James E. Ward,
and Mayor Evans. Councilman David L. Brandt was absent.
Also present were the following members of Staff: City Manager
Bruce C. Spragg, City Attorney, Keith L. Gow, Assistant City
Manager Ronald Wolford, Director of Public Works John E. Stevens,
Planning Director Charles C. Zimmerman, and Clerk of the Council
Florence I. Malone.

to direct Staff to prepare a report and recommendation regard-
ing use of beer and wine at City facilities; the motion failed
2:4, with Councilmen Garthe, Ortiz, Yamamoto and Mayor Evans

of the project from remodeling to repairs, as described in a
report dated April 12, 1977 prepared by Captain J. L. Dittman,
on the motion of Councilman Ward, seconded by Councilman

WATER CONSERVATION METHODS West Tenth Street, sug-
gested that the Water
Conservation booklet
mailed to residents of Santa Ana should have advised customers
to have the water level mechanism adjusted in toilet tanks
rather than to advise the placement of a plastic bottle in
the tank. He stated his opinion that the plastic bottle could
move and keep the water running. CA 12
ORAL COMMUNICATION Fire Chief B. J. Thompson
PARAMEDIC SERVICE REPORT reported that Santa Aha
Tustin Community Hospital
hopes to have sufficient
personnel for the operation of the third paramedic van by
May 1S, 1977; that a driver, an EMT I and two paramedics will

outstanding service to the City; those receiving the awards
were Manuel Barron, Arturo B. Castro, Mildred M. Cobb, Zeke
Hernandez, Jacque Johnson, James Kelly, Rudy Moreno, Helen
Stanley, and Roy Uno; Rudy Francis was not present at the meet-
ing. Vice Mayor Ward cited examples of the fine work of the
Commission, including work in the Logan Area, and on the City's
Affirmative Action Program; he stated that with the foundation
formed by the past Commission he hoped the new Commission would
go forward to new and'greater challenges to create a better, more

PROCLAMATION PRESENTATION Councilman Ortiz presented
"BARBERSHOP HARMONY MONTH" the Mayor's Proclamation
designating April as
"Barbershop Harmony Month"
to Phil Ridout, President of the Golden City Chorus; the Coun-
cilman said that in these days of gloom, it is a pleasure to
forget one's problems by enjoying fine barbershop harmony.
Mr. Ridout accepted the Proclamation, and invited the audience
to attend the annual Chapter Show at Santa Ana High School at
8:00 P.M. on May 22. The Chorus followed the presentation with
a medley of some of its many musical selections. CA 46

which questions the proce-
dures used by the City Council in considering and granting
Variance Application 76-57 approving the Baker Square Develop-
ment was referred to the City Attorney for investigation and
report to Council at the May 2, 1977 meeting, on the motion
of Councilman Ward, seconded by Councilman Garthe and unanimously

Ed Schmidt, 1402 West Seventh, also suggested that the City
has made excessive use of the variance procedure resulting in the
circumvention of the General Plan and zoning laws of the City

ORAL COMMUNICATION Wes VanderPool of 931 West
USE OF EL SALVADOR PARK Washington, voiced strong
objection to the rock
concert at E1 Salvador
Park on Easter Sunday, April 10, 1977; he stated that the event
lasted for six hours and that it was very loud; he suggested
that such activities might be held in the Municipal Stadium
with less disturbance to the neighborhood.
City Manager Bruce Spragg stated that the City was not informed
in advance that there would be amplification of the music.
Councilman Yamamoto's motion to direct Staff to prepare a report
for Council outlining what could be done legally to curtail such
noise pollution failed for lack of a second.
Roy Uno, Human Relations Commissioner, stated that he had been
present at the concert with Police Lieutenant Weatherly
primarily to assist in diverting any possible altercations
among the participants; that he did not feel the noise was
excessive; and that he felt the Police Department did an
excellent job of monitoring the event. CA 52
