PUBLIC HEARING FOR THE PROPOSED SALE BY THE COMMUNITY REDEVELOPMENT AGENCY TO STEPHEN LAWRENCE PHILIPSON Recommendation: 1. Adopt Resolution 82-45: A RESOLUTION COMMUNITY REDEVELOPMENT AGENCY OF THE SANTA ANA APPROVING A DISPOSITION AND MENT AGREEMENT BETWEEN THE AGENCY AND LAWRENCE PHILIPSON. OF THE CITY OF DEVELOP- STEPHEN 2. Adopt proposed budget and authorize its imple- mentation by the Community Redevelopment Commis- sion. Commission Recommendation: 1. Recommend that the Redevelopment Agency adopt a resolution authorizing the execution of a Disposition and Development Agreement with Stephen Philipson for development of the A-I site. 2. Recommend that the Redevelopment Agency adopt the proposed budget and authorize its imple- mentation by the Community Redevelopment Commis- sion. . . . 3. ACQUISITIONS A. 4. ACQUISITION OF PROPERTY WITHIN THE SOUTH MAIN REDEVEL- OPMENT PROJECT AREA Recommendation: Authorize the Chairman of the Community Redevelopment Agency to execute an Agree- ment for Acquisition of Real property between the Agency and Richard Jacobus and Angelina Jacobus for property located at 1018-1022 S. Main Street for a total consideration of $110,000.00. Commission Recommendation: Recommend that the Agency authorIze the Chairman to execute an Agree- ment for the Acquisition of Real Property in the Redevelopment Project Area from Richard Jacobus and Angelina Jacobus. GRANT DEEDS A. B. EXECUTION OF GRANT DEED CONVEYING STREET RIGHT OF WAY TO THE CITY OF SANTA ANA (AMERICAN NATIONAL PROPERTIES AND FASHION SQUARE EXPANSION) Recommendation: Authorize the Chairman of the CommunIty Redevelopment Agency of the City of Santa Ana to execute a Grant Deed conveying property to the City of Santa Ana which is necessary for the extension of Memory Lane from Broadway OVerpass west to Arnett Drive. Commission Recommendation: Not applicable. EXECUTION OF GRANT DEED CONVEYING THE DOWNTOWN PARKING GARAGE SITE TO THE CITY OF SANTA ANA Recommendation: Authorize the Chairman of the CommunIty Redevelopment Agency of the City of Santa Ana to execute a Grant Deed conveying property within the Downtown parking Garage site to the City of Santa Ana. Approve a Guarantee Agreement between the Community Redevelopment Agency of the City of Santa Ana and Wells Fargo Bank, N.A. (Lopez/ 110 W. Fourth). 2. Approve a Guarantee Agreement between the Community Redevelopment Agency of the City of Santa Ana and wells Fargo Bank, N.A. (Beem/112- 114 W. Fourth). 3. Approve a Guarantee Agreement between the Community Redevelopment Agency of the City of Santa Ana and Wells Fargo Bank, N.A. (McCulloch/ 116 W. Fourth). 4. Approve a Guarantee Agreement between the Community Redevelopment Agency of the City of Santa Ana and Wells Fargo Bank, N.A. (Wood/118- 120 W. Fourth). 5. Approve a Guarantee Agreement between the Community Redevelopment Agency of the City of Santa Ana and Wells Fargo Bank, N.A. (Elias/ 209-213 W. Fourth). 6. Approve a Guarantee Agreement between the Community Redevelopment Agency of the City of Santa Ana and Wells Fargo Bank, N.A. (Beem/223 W. Fourth and 405-411 N. Broadway). Commission Recommendation: Recommend that the Redevelopment Agency approve guarantee agreements between the Redevelopment Agency and Wells Fargo Bank, N.A. B. MAJOR COMMERCIAL REHABILITATION PROGRAM MODIFICATION OF EXISTING COMMERCIAL REHABILITATION SUPPLEMENTAL LOAN AGREEMENT - FLAHERTY PROJECT 505 N. MAIN STREET Recommendation: Authorize the Chairman of the Community Redevelopment Agency of the City of Santa Ana to execute a Rehabilitation Supplemental Loan Agreement for the Flaherty Project, located at 505 North Main Street. -3- . . . 6. Commission Recommendation: Recommend that the Community Redevelopment Agency of the City of Santa Ana approve a Resolution authorizing the Executive Director of the Agency to accept a four (4) year note and trust deed at 10.3125% in return for cancellation of the existing one-year note and release of trust deed. C. MAJOR COMMERCIAL REHABILITATION PROGRAM DEFERRED LOAN - RAMONA PROJECT - 118 W. 5TH Recommendation: Recommend that the Agency approve a Commercial Rehabilitation Loan Supplemental Agreement with the Ramona Partnership which will allow the repayment of the $18,000 Revolving Loan, owed to the Agency by the participant, to be deferred for two years. Commission Recommendation: Recommend that the Agency approve a Commercial Rehabilitation Loan Supplemental Agreement with the Ramona partnership which will defer the repayment of the Agency's Revolving Loan for two years. D. McCULLOCH REHABILITATION PROPOSAL - 110 W. FOURTH STREET Recommendation: Approve a Commercial Rehabilitation Participat10n Agreement (110 W. Fourth Street) between the Community Redevelopment Agency and Jack and Joy McCulloch. Commission Recommendation: Recommend that the Agency approve a Commercial Rehabilitation Partici- pation Agreement between the Community Redevelopment Agency and Jack and Joy McCulloch.
