OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA
October 25, 1977
The meeting was called to order at 5:00 P.M., in the City Council
Chambers, 22 Civic Center Plaza, by Mayor Vernon S. Evans. The
following Council members were present: Gordon Bricken, David
F. Ortiz, Harry K. Yamamoto, John Garthe, David L. Brandt, James
E. Ward, and Mayor Evans. Also present were the following mem-
bers of Staff: City Manager Bruce C. Spragg, City Attorney Keith
L. Gow, Assistant City Manager Ronald Wolford, and Clerk of the
Council Florence I. Malone.

RECESS - HOUSING AUTHORITY & At 5:02 P.M. Council
COMMUNITY REDEVELOPMENT AGENCY recessed the m~eting
to convene the Regular
Meeting of the Housing
Authority of the City. The meeting reconvened at 5:05 P.M.,
with all Council members present, and was immediately recessed
to convene the Regular Meeting of the Community Redevelopment
Agency. At 6:00 P.M. the Council again reconvened with all
Council members present.

ROBERT LUXEMBOURGER APPOINTED was appointed to fill the
vacancy on the Planning
Commission, due to the resignation of Sealy Yates, for a term
commencing ten days after he has filed the Conflict of Interest
Statement pursuant to the State Government Code and the Munici-
pal Code, and ending June 30, 1981. The motion to appoint was
made by Councilman Garthe, seconded by Councilman Brandt, and
carried 4:3, with Councilmen Ward, Yamamoto and Bricken dissent-
