HomeMy WebLinkAbout01-24-1978MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA January 24, 1978 The meeting was called to order by Councilman John Garthe in the absence of both the Mayor and Vice Mayor at 5:00 P.M. in the Council Chamber, 22 Civic Center Plaza. Council members present were David F. Ortiz, Harry K. Yamamoto, David L. Brandt, and John Garthe. Councilman Gordon Bricken arrived at 5:45 P.M. Mayor Vernon S. Evans and Vice Mayor James E. Ward were absent. Members of the Staff present were City Manager Bruce C. Spragg, City Attorney Keith L. Gow and Clerk of the Council Florence I. Malone. INVOCATION PLEDGE OF ALLEGIANCE Following the Pledge of Allegiance to the Flag, the Invocation was given by Councilman Garthe. RECESS Councilman Garthe recessed HOUSING AUTHORITY & the Council meeting to COMMUNITY REDEVELOPMENT AGENCY convene the regular meeting of the Housing Authority, followed by a regular meeting of the Community Redevelopment Agency; the Council meeting was reconvened at 5:55 P.M. Council- man Bricken arrived at 5:45 P.M. during the Community Redevelop- ment Agency meeting. ORAL COMMUNICATION Howard Way, 925 N. Flower, RECOMMENDATION FOR APPOINTMENTS Chairman of the Project PROJECT AREA COMMITTEE Area Committee, pointed out to the Council that the Committee formerly consisted of thirteen members, and is now only a Committee of five; he suggested that the Committee needs new, enthusiastic members and requested that the Council make further appointments. He recommended Mark Howes, co-owner of Santa Ana Blueprint, stating that he is very interested in the Committee and would make a fine member. ORAL COMMUNICATION - ZONING & Frank Nicklus, owner of BUILDING CODE VIOLATIONS property across the street 3418-3420 W. CAMILLE from 3418-3420 West Camille, STAFF REQUESTED TO REPORT complained that residents at the subject location were repairing automobiles, storing automobiles on the lawns, making building modifications without building permits, and when building permits were obtained, making modifications that were not in accordance with the building permit issued. On the unanimously carried $:0 motion of Councilman Brandt, seconded by Councilman Bricken, Staff was requested to investi- gate and report to 'Council within 30 days. In response to Councilman Bricken's question concerning enforce- ment of zoning violations, City Manager Spragg stated that as soon as the ordinance granting citation authority to Planning Department personnel becomes effective, enforcement of zoning violations can be commenced.
