OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA
June 12, 1978
The meeting was called to order at 5:05 P.M., by Mayor Vernon
S. Evans, in the City Council Chambers, 22 Civic Center Plaza.
The following Council members were present: Gordon Bricken,
David F. Ortiz, Harry K. Yamamoto, John Garthe, David L.
Brandt, James E. Ward, and Mayor Evans. Also present were the
following members of Staff: City Manager Bruce C. Spragg,
City Attorney Keith L. Gow, Assistant City Manager Daniel
Stone, Director of Personnel Donald E. Bott, Police Chief
Raymond C. Davis, Fire Chief B. J. Thompson, and Clerk of the
Council Florence I. Malone.

EXECUTIVE SESSION At 5:07 P.M. Mayor
PERSONNEL MATTERS Evans declared a recess
for an Executive Session
to receive information
from and provide direction to the City's Negotiator, Don Bott,
relative to the current meet-and-confer sessions being held
with representatives of the various employees organizations,
the Policemen's Benevolent Association, Firemen's Benevolent
Association, and Santa Ana City Employees Association. The
City Manager and the City Attorney were also requested to
participate in the Executive Session.
The Council meeting was reconvened at 6:40 P.M., with all Coun-
cilmen present.
ORAL COMMUNICATION Michael J. McNulty,
LEGALITY OF EXECUTIVE SESSION 1836 North Spurgeon,
questioned the legality
of the Council's
Executive Session, and requested more specific information
regarding its purpose. Mayor Evans responded that the personnel
matters considered were strictly legal and were in conformance
with the "Brown Act" which regulates Executive Session matters.

ADJOURNMENT At 6:45 P.M., the meet-
ing was adjourned to
5:00 P.M., on Tuesday,
June 13, 1978 in the
City Council Chambers, on the unanimously approved 7:0 motion
of Councilman Garthe, seconded by Councilman Brandt.
